Nigeria Police Arrest #EndSARS Promoter In Lagos

Nigeria Police Force operatives on Saturday arrested Eromosele Peter Adene, one of the promoters of EndSARS protests.

It was gathered that the Edo State-born graduate of Computer Engineering was arrested at his residence in Lagos and taken to the Commissioner of Police’s office where he was forced to write a statement.

Recall that the Lagos State Police Command had vowed to resist any form of protest in the state.

Although the right to peaceful gathering and association is enshrined in Nigeria’s constitution, Olumuyiwa Adejobi, the Lagos Police spokesperson, in a statement on Friday said it will not allow any form of gathering, procession or assembly to hold in the state.

The Nigerian Government through the Central Bank of Nigeria earlier in the week obtained a court order to freeze the bank accounts of some EndSARS participants and promoters, sparking outrage among citizens.

VC race: UI professors fault Senate’s resolve to go on with selection process

Some professors at the University of Ibadan have faulted the Wednesday’s decision of the Senate of the University.

DAILY POST recalls that some members of the Senate at the University had on Wednesday vowed to go ahead with the ongoing selection process of appointing another Vice Chancellor of the University.

The tenure of the incumbent Vice Chancellor, Professor Idowu Olayinka lasted till November while the new Vice Chancellor is expected to assume office on December 1st.

During an emergency meeting of the University Senate, some members who attended the meeting affirmed their confidence in the selection process.

But, some professors who are also members of the Senate have faulted the decision.

Those who spoke to DAILY POST on Thursday and Friday begged not to be named because of fear of being attacked.

They noted that the petitions which were written by some Senate members including a lecturer at the Department of English, Faculty of Arts, Professor Ademola Omobewaji Dasylva and other Senate members against the selection process have not been addressed.

A Senate member who lectures at the Faculty of Technology said that the organization of such a meeting should be queried.

He said, “Whatever I say, I don’t want you to quote me. For me, the organization for such a meeting can be queried. We have 657 members and just 188 attended, it is not fair representation. Some of the people that signed the call for meeting were coerced. Some people even signed without knowing the purpose of the signing. They just asked them to just sign. It was later they got to know the purpose of the signing”.

Another Senate member in the Faculty of Agriculture alleged that some members of the University Senate who attended the meeting were coerced.

She said, “Senate members on ground are 657 and only 188 attended, out of which some were coerced, and some may not agree with resolutions”.

Another Professor at the faculty of Arts said that he did not attend the meeting because the decision of the emergency meeting has already been predetermined.

“I did not attend because I am conscious that decision will be skewed. And I did not want to be used to achieve predetermined decision”.

Nigeria: Govt Uncovers N1.3 Trillion Revenue Leakages in Mineral Sector

The Chairman of Revenue Mobilization Allocation and Fiscal Commission (RMAFC), Mr. Elias Mbam, yesterday disclosed that following a nationwide monitoring exercise on the Solid Minerals sector with the aim of examining royalty collections to the Federation Account for the period 2009 to 2015, it has shown that the country was losing an estimated revenue of about N1.3 trillion annually.

Mbam, made the disclosure when he appeared before the House of Representatives Committee on Finance, to defend the commission’s 2021 budget proposal.

He explained that the analysis of the exercise, which is still ongoing, was carried out on 10 mineral type, namely: Gold, Tin-ore, Coal, Columbite, Kaolin Crude, Lead, Gypsum, Tantalite Crude, Zinc and Manganese, taking into consideration their qualities, quantities and their international value.

Mbam also revealed that the commission, during the monitoring, verification and reconciliation exercise on revenue collections and remittances by commercial banks, companies and collecting agencies, also recovered the sum of N75 billion.

Similarly, he said the commission in collaboration with the Federal Inland Revenue Service (FIRS) in 2020 conducted an exercise on reconciliation and recovery of tax liabilities owed the Federation Account from 2008 to 2019 by some federal ministries, agencies and department (MDAs, states and their MDAs and local government councils respectively, saying the exercise is ongoing and over N79 billion liabilities has been established.

Speaking further, Mbam, in a bid to reduce the cost of governance, emphasized the need for the review of the remuneration package for political, public and judicial office holder.

He said: “The cost of governance in Nigeria is very high, and has continued to be on the increase. This is unsustainable as no country can develop with such high level of recurrent expenditure. Some of the reasons responsible for this include duplication of agencies of government with virtually similar functions and responsibilities, corruption, unlimited number of political appointments, wasteful spending, and ghost workers syndrome among others.

“Recommendations to ensure cost reduction include avoiding unnecessary duplication of agencies with similar functions, reduction in number of political appointees to the barest minimum as recommended in the commission’s remuneration package, strict compliance with approved remuneration packages of office holders, and ensuring prudent spending of government funds.”

He also stressed the need for effective operation and management of the Federation Account, saying the overwhelming powers conferred on the office of the Accountant General of the Federation has failed to yield positive results.

In the bid to minimize the challenges in the petroleum industry, he called for speedy consideration of the Petroleum Industry Bill (PIB) without further delay, “as it will go a long way to facilitate the restructuring of Nigerian National Petroleum Corporation (NNPC) and Department of Petroleum Resources (DPR) to improve the federation revenue and management of the sector.

Responding, the Chairman, House Committee on Finance, Hon. James Faleke, asked the commission to come up with the information regarding the recovery of N75 billion.

The lawmaker also tasked the commission on the need to synergize with FIRS in its quest to block leakages.

Nigeria: Military Pensions Board Seeks Increased Budgetary Allocation

The Military Pension Board (MPB) has appealed to the Senate to increase its budgetary allocation to enable it to meet payment of benefits of retirees of the Nigerian Armed Forces.

The Chairman of the MPB, Commodore Saburi Lawal, made the call in Abuja on Wednesday when he appeared before Senate Committee on Defence, to defend MPB 2021 budgetary estimates.

He said: We apeal to your committee to favourably consider the MPB 2021 budget estimates.

“We appeal to your committee to kindly increase the amount recommended by the Budget Office of the Federation for the pensions, gratuities, death benefits and allied costs to the figures proposed by the board.

“We appeal to your committee to kindly increase the military pensions board overhead and capital cost allocations to accommodate the rising inflationary trend in the society and to enhance infrastructure development of the board.”

According to him, MPB is charged with the responsibility of administering pensions of military retirees, payment of death benefits to next-of-kins of deceased personnel of the Armed Forces of Nigeria through funds allocated to it by the National Assembly.

He said the annual budgetary allocations to the MPB are divided into pensions, gratuities, death benefits, allied cost, overhead cost and capital expenditure.

Giving a breakdown of 2020 budget performance of MPB, Lawal said:

“In 2020, the sum of N270,593,565,984. was appropriated to the board for payment of pensions, gratuities, death benefits and payment of outstanding arrears to retired personnel.

“As at date the sum N163,195,174,488 only has been released to the board representing 75 per cent of the appropriated figure.”

For 2020 capital budget performance, Lawal said that the sum of N187 million was appropriated for the MPB.

He said that N93,901,500 representing 50 per cent of the approved capital budget has been released to the board.

“The sum of N96,459,482 was appropriated as an overhead cost, while N56 million, representing 58 per cent has been released.

He said the capital and overhead cost allocations for the MPB were negligible, noting that the amount allocated was the same figure in the last three years.

“All efforts to ensure that the allocation goes up has not yielded any effort.

“We urge the committee to assist in increasing the allocation as the MPB has hospitals housing complex, road networks to maintain, among other services for the smooth running of the MPB.

For 2021 budget estimates, he said that N216,48,604,822 was proposed to carter for pensions, gratuities, death benefits and allied matters.

He, however, said that the Budget Office of the Federation recommended to the National Assembly the sum of N183,748,495,159.

This, Lawal said, had a shortfall of almost N27 billion of what the MPB proposed initially for 2021.

“We know what is going on in the North East, there is an increased number of casualties.

“We are now having higher number of our personnel retiring and those with arrears that have been captured on the payroll need to be paid.

“So I am appealing to the distinguished committee to kindly help us grant the actual proposal that we had forwarded, so as to discharge our duties to our fatherland.

For 2021 capital estimates, he said the board proposed N309,151,880.

He said the amount was based on the budget ceiling allocated to MPB by Ministry of Defence.

He, however, said the amount was too meagre to handle the MPB capital expenditure needs, noting that many of the MPB personnel did not have official accommodations.

For 2021 overhead cost, Lawal said the sum of N96 million was proposed, noting that the figure was grossly inadequate.

Responding, the Chairman of the Committee, Sen. Aliyu Wammakko (APC-Sokoto), said the Committee would critically look into the issues raised by the MPB.

We are seeking swift completion of renegotiation with FG to suspend strike- ASUU

Academic Staff Union of Universities (ASUU) says it is seeking swift completion of its ongoing renegotiations with the Federal Government to suspend the lingering industrial action.

Prof. Ade Adejumo, the Zonal Coordinator, Ibadan Zone of ASUU, stated this at a press conference in Ibadan on Wednesday.

The News Agency of Nigeria (NAN) reports that ASUU embarked on the industrial action seven months ago which is premised on the union’s refusal to adopt the Federal Government’s Integrated Payroll and Personnel Information System (IPPIS).

Adejumo, who was represented at the conference by Prof. Moyo Ajao, the Chairperson, ASUU, University of Ilorin Chapter, said the union was forced to go on strike in March 2020 when the COVID-19 lockdown began.

He said this was done to give the government enough room to address lingering issues.

“It was a patriotic act aimed at resolving the issues so that our students would be in school any time the lockdown was lifted.

“Some people have been wondering why ASUU is on strike again. The simple answer is that ASUU is on strike because of the survival of the University system where many of us still have our children as students.

“ASUU is on strike in order to restore the past glory of public universities and address infrastructural decay and deficit in our institutions.

“ASUU is on strike for the legitimate dues of its members who are the least paid in the tertiary education sub-sector,” he said.

According to him, ASUU is actually tired of having a circus show of talks but in the interest of the students and the Nigerians at large, we still continue to hold meetings upon meetings.

“At this stage of the struggle, Nigerians are urged to compel the government to release withheld salaries of our members, remit check-off dues of the union to the rightful owner.

“Government should also speed up the process of testing the integrity of the University Transparency and Accountability Solution (UTAS) so that it can be deployed for payment beginning from January 2021.

“We are ready to suspend the strike as our children too are tired of staying at home but we cannot work on empty stomachs.”

Adejumo said the interest of Nigeria and the future generations was more paramount to ASUU than the immediate gains of its members.

“That is why ASUU has been consistent in challenging the rot in the system through sustained engagements with the powers that be since the time of the military.

“The gains of ASUU struggles are in the changes that TETFund has been able to bring to the tertiary education sector in the country, and ASUU will not relent in pushing for a better university system in the country.

The union said the government agreed to inject funds to revitalise the country’s universities in 2019, adding that however, it was still waiting for the fulfillment of the agreement.

Anxiety as WAEC Withholds results of Ekiti candidates over alleged indebtedness

Panic has gripped parents and candidates who sat for the 2020 West African Examinations Council (WAEC), as the body withheld the results of all candidates that sat for it in all public schools in Ekiti State.

Parents and wards, who besieged their respective schools to collect the results released a few days ago were disappointed, as they were told that they are yet to be released.

The same disappointing scenario played out in some of the cybercafés (ICT centres) where the candidates had gone to check their results in Ado Ekiti metropolis.

WAEC, on Monday released results across the country through a well publicized statement signed by its Registrar.

The 2020 edition of the examination was the most tension soaked in the history of the country, as the schedules had to be shifted from April to August due to the global COVID-19 pandemic that necessitated closure of schools across the country.

The candidates and their parents got more incensed by the rumour flying around on social media that the results were withheld due to Governor Kayode Fayemi’s government’s indebtedness to WAEC.

It was being widely rumoured that the state is still owing several millions of naira being the free WAEC fee declared for all students in public schools by Fayemi, as part of the pivot of his free education policy.

The state government has been paying the WAEC fee of all students in public schools since the advent of Fayemi’s second term in 2018.

One of the parents said: “The government must have pity on these students who had to stay at home for months before the examination was written.

“They must please look for ways to sort out whatever caused this unwholesome development, because many of the candidates will use the results for university admission. We plead and beg that the government must do this fast”.

But the State Commissioner for Information, Mr, Akin Omole, doused the tension generated, debunking the allegation that the state’s indebtedness to WAEC necessitated the withholding of the results.

Omole clarified that the results were put on hold owing to computation mistakes made by WAEC and not because of debt.

“The seizure was caused by the mistakes made in some of the ways the results were computed. The issue of Ekiti owing money doesn’t arise, it was a blatant lie.

“The government immediately contacted WAEC and it tendered apologies to the state.

“We appeal to our candidates and parents not to be ruffled by this, the government is handling the issue with all seriousness.

“Going by what WAEC said, the results will be released either on Thursday or Friday this week.”

Policemen Kill Protesting Worker At Dangote Refinery

The workers were demanding an increment in their salaries when the incident happened.

Policemen have killed a worker at Dangote Refinery during a protest in front of the company at Ibeju, Lekki, Lagos on Tuesday.

The workers were demanding an increment in their salaries when the incident happened.

One of the workers said the company invited the police to disperse them as they converged today.

“Workers are fighting for increment of salary since last week.

“Because of the protest, Dangote ordered everybody to stop work.

“As we were protesting this morning, someone was killed by the police. His body has been taken to the hospital,” said one of the workers in a video obtained by SaharaReporters.

The incident has led to unrest in the area as angry youth invaded the entrance of the company.

They also started a bonfire while protesting the killing of the worker.

The company said the workers were not directly employed by Dangote Refinery but through a contractor, Onshore.

A spokesperson for Dangote Group said the workers were engaged by a contractor but the group has been working to ensure adequate compensation of workers and resolve the dispute.

“Our attention has been drawn to an issue on social media alleging staff protest at the refinery over salary increment dispute.

“The protesters are direct employees of Onshore, Offshore (Oil) and Chemie-Tech subcontractors, who are currently dealing with an industrial dispute with their employees.

“The situation is under control as we are mediating with the parties involved,” Tony Chiejina, a spokesperson for the company said in a statement reacting to the incident.

Tetfund Begins Projects Evaluation Tour in Over 50 Universities

The Board of Trustees (BoT) of the Tertiary Education Trust Fund (Tetfund) says there will henceforth be a paradigm shift in needs assessment, interventions, and monitoring of such interventions by the agency in the nation’s tertiary educational institutions.

The Board has equally announced that going forward, e-learning would enjoy priority in Tetfund’s interventions across Nigeria.

Chairman of Tetfund Board, Alhaji Kashim Ibrahim-Imam, made these known at the weekend and on Monday during separate interactive sessions with the managements and students of University of Abuja and University of Lagos, respectively, to kick-start a tour of over 50 tertiary institutions in 18 states during which it will also inspect Tetfund-sponsored projects.

At the University of Abuja, Ibrahim-Imam said: “A lot of money has been disbursed by Tetfund since its inception to better the 226 universities, polytechnics, and colleges of education. Tetfund’s interventions in the past three years and next year, put together, is in the region of N1 trillion.

“So, our visit here, is two-folds. Number one, we want to inspect, we want to see, we want to hear from you. Has Tetfund impacted? This is very important. Have we invested in critical infrastructure? What is the effect of our investments in research? Are we getting value for money?

“The second component is, what more should we do? There is a paradigm shift at Tetfund because we will not sit down at Tetfund to determine what your needs are. We must consult you, both management and students. What are the critical needs of the University of Abuja? What areas should Tetfund focus on? We want to be guided by you going forward.

“It wouldn’t do for us to just be throwing money. We want the money that we are spending to impact most positively on academia, on the faculties, on the students, on learning, on research”, he added.

The interactive session also had in attendance the Executive Secretary of Tetfund, Prof. Suleiman Bogoro, other board members and management of the agency.

On the efforts to raise the University of Abuja to a premier status befitting of the nation’s capital, Imam said: “Tetfund has designated the University of Abuja as a Center of Excellence. We have 12 Centers of Excellence spread across the country and we are investing N1 billion in each of them. But we have also in consultation with the Vice Chancellors decided that each of the universities will focus on one critical area. For Abuja, it is Governance and Leadership.

“For the year 2020, I am happy to inform you that by the time we are done this year, we are looking at spending a total of N10 billion on critical infrastructure in the University of Abuja.

“There is one very critical element that is the most important today, namely e-learning. So, Tetfund, in consultation with the University of Abuja will be investing in laying the necessary infrastructure that will facilitate e-learning on this campus. Towards this, already as I speak, 20km of fibre optics are being laid across the University”.

Ibrahim-Imam, who also inspected the site for a state-of-the-art ICT Center, added that part of the money voted for University of Abuja would go into the construction of a new senate building, and a 1,000 capacity international conference center, while the agency would collaborate with the authorities of the University of Abuja to develop a 2,000-bed space accommodation for the students.

Meanwhile, the board has announced, among other supports, the provision of at least N1 billion for the development of the Urology and Kidney Center in the University of Lagos as well as 2,000 bed spaces hostel accommodation for the students of the University.

Prof. Abdul-Rasheed N’Allah and Prof. Folashade Ogunsola, Vice Chancellor and Acting Vice Chancellor of University of Abuja and University of Lagos, respectively were on hand to conduct the Board around projects in their various institutions.

Nigeria lost N243bn in 10 months to power generation

Nigeria recorded losses in power generation volume valued N243 billion between January and October this year. This is contained in the October 2020 electricity generation statistics released by the Association of Power Generation Companies (APGC), the umbrella body of electricity Generating Companies, GENCOs, in Nigeria.

The data puts the current available generation capacity at 7,739 megawatts (MW), while stranded generation is 3,578MW. “Total capacity loss from January to October 2020: N243.82 billion,” APGC stated.

According to the data, the major challenge facing the power sector as well as the electricity generation sub-sector is the load rejection by electricity Distribution Companies, DISCOs.

According to APGC: “Maximum generation: 4,532.35MW (29th October). Minimum generation: 3,618.58MW (7th October). Maximum stranded generation was recorded on 6th October where stranded power totaled 4,401.5MW (Gas: 1,717.5 and DisCos low load demand: 2,684MW).

“Average generation for October 2020 of 4,162MW represents the maximum monthly generation in the year 2020. Of the total constraint recorded, gas constraint accounted for 47.5 percent, while load rejection by DISCOs accounted for 52.5 percent.”

Meanwhile, Nigeria and other African countries have been challenged to improve on energy database so that the continent’s energy demand would be tracked and existing gaps possibly closed.

This came up at the virtual discussion on ‘Building a Harmonized and Centralized Energy Database Through the Africa Energy Information System (AEIS)’, hosted by the African Development Bank (AfDB) during the Digital Energy festival. The dialogue was concentrated on the necessity of improving the existing energy database in order to better appreciate the energy needs of African nations.

The discussion which was part of the six weeks Digital Energy Festival for Africa, brought together a cross section of energy stakeholders, Kevin Kanina Kariuki, AfDB Vice-President for power, energy, climate and green growth; Amani Abou-Zeid, Commissioner for Infrastructure and Energy at African Union Commission; Rashid Abdullah, director at African Energy Commission (AFREC); and Roberta Quadrelli, head of section, energy data center at the International Energy Agency, IEA.

Kariuki said: “What cannot be measured cannot be improved,” adding that AEIS is key to the energy sector in Africa. Sharing Kariuki’s sentiments around the upgrading of the data system, Abou-Zeid said AEIS needs to be in line with artificial intelligence and on par with international standards. However, she said the key would be the implementation, adding, “Digitization will have a huge implication going forward,” Abou-Zeid said.
