Cash-strapped South Sudan owes workers four-month salaries with oil sales tied to debt servicing

South Sudan is battling to pay the salaries of its public servants with the government currently hit by cash crunch.

South Sudan has been beset by several challenges since gaining independence from neighbouring Sudan in 2011, and recently income from oil exports had been tied to servicing the country’s growing loans until 2027.

A statement from the country’s Finance Minister, Agak Achuil on Tuesday said the affected workers who are mostly government employees including members of the security forces, teachers, doctors and nurses, are being owed for four months and have been demanding their salary arrears.

He added that there was little the government could do as there was no money to pay them.

Achuil said: “The reason why we are not paying the arrears is that the oil money is going towards the payment of loans which have been taken before and paying for some of the priorities of the government.”

Civil servants in the war ravaged country were last paid their salaries in November and December last year and have not received their salaries for the first four months of this year.

The government depends on oil proceeds to pay salaries and finance other development projects as the internally generated revenue resources are not enough to support government expenditure.

However, the government has borrowed heavily against the country’s oil exports and in 2019, agreed to allocate 10,000 barrels of crude oil per day day as payment to Chinese firms building roads in the country.

Critics have also accused the Salva Kiir’s administration of taking corrupt loans as many were finalized without parliamentary approval.

Kogi state governor, Yahaya Bello, has said if elected president, he will overhaul Nigeria’s health sector with competitive and timely remuneration for health workers being top priority.

Bello made this known through his Special Assistant on Youths and Students, Ahmadu Jibril, during the Nigerian Medical Students’ Association (NIMSA) International Health Summit 2021 at the Baze University, Abuja.

He said; “For any country to function, three sectors are very key; One is the health sector, second is the education sector and third is the security sector.

“As a governor, he has been able to manage COVID-19 pandemic in a very miraculous way that we did not die as it was assumed it will be.

As a governor he has been able to construct three ultra-modern hospitals, as a governor he is working on establishing the largest diagnostics Center in Nigeria, in West Africa.

“If as a governor he has improved and increased the salaries and wages of our medical doctors in the State, how much more should we expect if he answers the clarion call of Nigerians.

“My governor has identified the three cardinal ways we can improve on the quality of health of the nation.

“One is the manpower, I stand bold to say that Kogi is one of the states paying Medical Doctors’ salaries in the country.

Secondly, is infrastructure. My governor out of his love and passion for the healthcare sector, has established three ultramodern hospitals, we call it reference hospitals across the three senatorial districts.

“And the insurance policies that enables civil servants enjoy medical services. These are part of the things we have been enjoying in Kogi State.”

Kano Governor, Ganduje, Promises To Increase Salaries Of Hisbah Officials Over Destruction Of N200m Alcohol In State.

Speaking during the destruction exercise at Kalebawa, Ganduje said the consumption of alcohol and all other intoxicants that can distort the mental capability of a person was forbidden in Islam.

Following the destruction of about 1,975 bottles of beer estimated at N200m by the Kano State Hisbah Board in Dawakin Tofa Local Government Area, Governor Abdullahi Ganduje has promised to increase the salaries of officials of the Islamic security outfit.

Speaking during the destruction exercise at Kalebawa, Ganduje said the consumption of alcohol and all other intoxicants that can distort the mental capability of a person was forbidden in Islam.

“My administration is proud of the way you discharged your duties. Therefore I wish to urge all stakeholders to continue to give you all the support you need to succeed”.

“For the good job that found and destroy these beer, Kano State Government will review your salary. Kano Government will show appreciation to you by changing your uniform too,” Ganduje, represented by his deputy, Nasiru Yusuf Gawuna, said.

Earlier, in his remarks, the Commander General, Kano State Hisbah Board, Sheikh Harun Muhammad Ibn Sina, said that the beer confiscated was worth over N200m.

Hisbah is notorious for violating the rights of the people by inflicting bodily harm and even arrested residents of Kano for dressing and behaving in manners it considers unIslamic.

Despite public outrage condemning the activities of the group, Hisbah has continued to operate in Kano and other parts of Northern Nigeria.
