President Muhammadu Buhari is meeting with former Nigerian presidents on Friday morning.
The meeting started at 10:00 a.m. with Buhari presiding from the Council Chambers of the Presidential Villa, a pool report said.
Former leaders who joined via a video conference include Yakubu Gowon, Olusegun Obasanjo, Abdulsalami Abubakar, Goodluck Jonathan and Ernest Shonekan.
Reports said Vice President Yemi Osinbajo, cabinet secretary Boss Mustapha, chief of staff Ibrahim Gambari and NSA Babagana Monguno are physically at the meeting with the president.
Gabriel Olanisakin, Mohammed Adamu, Yusuf Bichi and Ahmed Rufai are amongst security chiefs at the meeting.
The restricted meeting comes as the president moves to find a solution to the country’s security challenges arising from the #EndSARS campaign.
On Thursday night, the president addressed the nation after persistent demand from Nigerians.
Although Mr. Monguno told Nigerians critical decisions would be taken during the announcement, the president failed to mention the deployment of soldiers against protesters in Lagos that sparked additional crises of looting, vandalism and killing.
The National Security Adviser, Major General Babagana Monguno (retd.), on Thursday said the President, Major General Muhammadu Buhari (retd.), has directed security agencies to operate within the confines of the law in addressing the violence being witnessed in parts of the country.
Monguno disclosed this in an interview with State House correspondents at the end of a meeting of the National Security Council presided over by the President. He said since the government had conceded to the demands of the protesters, it appeared that “the riots are taking a different and unwanted dimension.”
“It is not Mr President’s desire to see any loss of lives and he is determined to ensure that things do not cascade into unpleasant situation.
“Therefore, he has directed all the security agencies to operate within the confines of legitimacy, the confines of legality, not to do anything that will aggravate the situation,” he added.
The US have demanded that the soldiers behind the shootings must be brought to book.
Senior officials of the United States Government on Thursday met with Vice-President Yemi Osinbajo and expressed displeasure over the shooting of unarmed protesters at the Lekki toll plaza on Tuesday.

The Spokesperson for the State Department, Morgan Ortagus, said in a statement that the officials were led by Counselor of the US State Department, Ulrich Brechbühl.
Others at the meeting included Assistant Secretary Robert Destro and Assistant Secretary Denise Natali.
The officials, according to the statement, raised concerns over the ongoing violence in Nigeria as well as human rights violations and human trafficking.
The statement read in part, “Counselor T. Ulrich Brechbühl met with Nigerian Vice President Yemi Osinbajo today in Abuja, Nigeria as part of a previously scheduled delegation, which included Assistant Secretary Robert Destro and Assistant Secretary Denise Natali, to raise US concerns about the ongoing violence in Nigeria, human rights, religious freedom, and trafficking in persons, and to hear from senior Nigerian government officials how they are addressing those issues.
“The counsellor expressed the US condemnation of the use of excessive force by military forces that fired on unarmed demonstrators in Lagos. He expressed condolences to the victims of these shootings and urged the government of Nigeria to abide by its commitment to hold those responsible accountable under the law.”
According to the statement, Osinbajo, as well as the counsellor, noted that the right to peaceful assembly and freedom of expression are fundamental human rights and core democratic principles.
“Counselor Brechbühl and Vice President Osinbajo emphasised the importance of US and Nigerian collaboration on common goals of improving security cooperation and strengthening economic partnership to foster mutual prosperity,” the statement read.
The Nigerian Army had on Wednesday denied that soldiers were at the toll plaza despite video evidence showing soldiers shooting.
United States music star, Janet Jackson, on Thursday, joined top personalities worldwide who have supported Nigerian #EndSARS campaigners in their bid to end police brutality in the country.
Jackson, who reacted to the shooting of the protesters by the military on her Twitter handle, described the #EndSARS campaigners as “young and brave future leaders.”

The Secretary-General is following recent developments in Nigeria and calls for an end to reported police brutality and abuses. He condemns the violent escalation on 20 October in Lagos which resulted in multiple deaths and caused many injuries. He expresses his condolences to the bereaved families and wishes a speedy recovery to those injured. He calls on the Nigerian authorities to investigate these incidents and hold the perpetrators accountable.
The Secretary-General urges the security forces to act at all times with maximum restraint while calling on protestors to demonstrate peacefully and to refrain from violence.
The Secretary-General encourages the authorities to swiftly explore avenues to de-escalate the situation. He reiterates the readiness of the United Nations to support national efforts towards finding a solution.
The Nigerian National Petroleum Corporation (NNPC) has repaid most of the arrears it owes to international oil companies for joint venture operating expenses, recently repaying US$3 billion to Exxon and Shell, Bloomberg reported on Tuesday, citing a statement from the Nigerian state oil firm.
NNPC works in joint ventures with the major international oil producers in Nigeria, including ExxonMobil, Chevron, Shell, Total, and Eni. However, the stretched finances of the Nigerian company has led to arrears in its payments for contributions to the operating expenses of those joint ventures.
Nigeria still owes US$1.7 billion to the oil majors, but it has now repaid most of its dues.
In the latest installment of US$3 billion, Exxon received US$2.3 billion, while Shell received US$455 million, according to the statement reported by Bloomberg.
NNPC owes Shell another US$917 million and still must pay US$385 million to Eni, US$304 million to Total, and US$55 million to Chevron.
The payments to the oil majors could be a sign that the Nigerian company has shored up finances in recent years, as it also said in a rare financial release last week.
Last week, NNPC said in its second financial statement in over four decades that its losses shrank by 99.7 percent in 2019, while “the outlook for 2020 looks promising” as the state oil firm continued to slash costs.
NNPC said in its audited financial statement for 2019 that its loss last year fell to just US$4.4 million (1.7 billion Nigerian naira), compared to a loss of US$2.1 billion (803 billion naira) in 2018.
Earlier this year, NNPC published its 2018 audited financials as part of a drive for transparency at the company.
The significantly decreased losses in 2019 were mainly the result of cost optimization, operational efficiency, and renegotiation of contracts, NNPC’s chief financial officer Umar Ajiya said.
A Nigerian businessman Adamu Garba Tuesday asked a federal high court in Abuja to ban Twitter from operating in any part of the country.
Garba accused the chief executive officer and co-founder of Twitter Jack Dorsey and Twitter International Company of “sponsoring” the #EndSARS protests in Nigeria.
Garba asked the court to give “an order directing the 7th Respondent to stop the operation of Twitter Intl Company in any part of the territory of the Federal Republic of Nigeria.
“AN ORDER directing the 8th and 9th respondents jointly to pay the applicant the sum of USD 1 Billion as damages.”
Dorsey, Twitter and the EndSARS protesters are named as 8th, 9th and `10th respondents in the suit.
Protests broke out in Nigeria about two weeks ago to demand an end to the activities of the notorious Special Anti-Robbery Squad (SARS) of the Nigerian police.
The unit was accused of crimes such as extrajudicial killings, kidnapping, extortion and intimidation.
Although police authorities and President Buhari said that a reform of the police would begin in earnest, protesters said similar promises made in the past were empty chatter.
The protests have enjoyed the support of local and international sports stars and celebrities.
On October 14, Dorsey tweeted #EndSARS and a link to a Tech Cabal’s article detailing how rogue policemen clamped on Nigeria’s tech community and the website of Feminist Coalition, a group of Nigerian feminists fighting against injustice through peaceful protests, fundraising, and social media organisation.
Garba said such a tweet amounted to sponsoring of the protests.
“You have violated the international principles of nationhood and democracy, by meddling into our local affairs, knowing fully well that these is capable of toppling the democratically elected government of the day, slowing us down from progress on our hard-earned democracy journey,” he tweeted after filing the suit on Tuesday.

The reason being that only state governors, by law, can set up judicial inquiries in their states. The hearings will be public. With Mr. President’s approval, SARS has been completely disestablished, and none of its former members will feature in any police tactical units.
I am sending my deepest condolences to the families of Jimoh Isiaq, and all those who have lost their lives at the hands of wayward police officers. To those injured, I wish a full and speedy recovery.
We have proposed that each state government set up a Victims’ Support Fund, which @NigeriaGov will support. The Nigerian Senate has ordered the immediate arrest of those responsible for the killing of scores of protests during demonstrations against the perceived brutality meted out by operatives of the dreaded Special Anti-Robbery Squad (SARS).
The motion was put forward before the Red Chamber of the National Assembly on Tuesday during plenary by Senator Buhari Abdulfatai who brought before the House the death of a member of his constituent, Jimoh Isiaka and attack on the Palace of Soun of Ogbomoso, Oba Oladunni Oyewumi.
Senate President, Ahmad Lawan, stated that the conduct of Special Anti-Robbery Squad (SARS) was not acceptable.
He also regretted that their actions will be noted in Nigeria’s history.
“The entire essence of the Nigeria Police Force is to ensure there is law and order and when SARS turned against the people, it was right for the people to protest.
“The protest has yielded the desired result so far and there won’t be need to continue again when SARS has been disbanded. Those culprits who are involved in the killings should be brought to book,” Senator Lawan added.
The organisation said that apart from Maiduguri town, there had been no community in Borno State where people could sleep with their eyes closed.
Members of the Coalition of Concern Northern Elders for Peace and Development on Monday expressed concern over the continued silence of the President Muhammadu Buhari to the growing calls for him to rejig the security architecture in the country.
According to them, the resolutions of the National Assembly that the President should act swiftly to stop the increasingly bad situation was enough for him to act, given that they are the representatives of the people.
The COCONEPD, in a statement by its National Chairman, Dr Mohammed Suleiman, and National Secretary, Hajiya Mairo Buni, said the worsening security situation in the country had caused untold hardship on women and children in both the North-East and the North-West.
The organisation said the insecurity in the country had reached a boiling point, adding that only the sacking of service chiefs as the first step in addressing the ugly development could be acceptable by Nigerians.
The northern elders said that the 2021 budget proposal that was presented to the National Assembly by the President could be difficult to fund should the President fail to address the situation immediately.
The statement read in part, We are compelled by the current state of the nation, especially as it affects the security of lives and property in Nigeria, particularly in the North to issue this press statement.
This coalition became very necessary and urgent to lend our voice to the growing insecurity and call for the sacking of the current service chiefs and total overhaul of the security architecture of our country before it is too late.
We are worried about President Muhammadu Buhari’s silence despite calls by every arm of Nigeria, including the National Assembly. Some international organisations and authorities have faulted our security architecture and called for the need to restructure the same, yet Mr President is still not moved?
Is he waiting for all Nigerians to die first? In a constitutional democracy, the people are the employers of the President, and for a President to write his name in gold, he must listen to the people.

The Department of Petroleum Resources (DPR) on Sunday said reports from its preliminary investigations had revealed that the Best Roof Gas Plant Station, Baruwa, Lagos where last Thursday’s gas explosion occurred had no operational licence.
The Director of DPR, Mr Sarki Auwalu, made the disclosure in a statement while commiserating with the victims of the incident.
The News Agency of Nigeria (NAN) reports that five persons lost their lives in the explosion while eight persons were rescued alive with various degrees of injuries.
A total of 44 buildings were also destroyed in the inferno which started at about 5:40 a.m. when a a Liquefied Petroleum Gas (LPG) tanker was in the process of discharging at the plant located within the densely populated area.
Auwalu said preliminary reports from DPR investigations revealed that the facility was operating without licence and was carrying out illegal operations which resulted in the unfortunate incident.
He promised that DPR would continue to update the public on the progress of its ongoing investigation into the incident.
According to him, the department will continue to collaborate with all stakeholders to ensure safe operations of all oil and gas facilities in Nigeria.
To this end, Auwalu said DPR had released guidelines for the establishment and operations of the of downstream gas facilities in the country.
He said it deals with the establishment and operations of LPG refilling plants and retail outlets, auto gas refuelling stations and add-on gas facility and establishment of gas storage and utilisation.
Auwalu stated that the guidelines stipulates the minimum requirements, procedures and conditions to be fulfilled before granting of approvals or licences for the construction, installation, modification, takeover, relocation and operations of downstream gas facilities.
He said that the guidelines were developed to enhance gas penetration and utilisation, enhance operational safety as well as ease of doing business in the oil and gas sector.
Auwalu said that companies intending to establish these facilities must satisfy all necessary requirements stipulated by DPR and obtain the applicable approvals.
According to him, the approvals include Site Suitability Approval, Approval to Construct (ATC), Approval to Install and Licence to Operate.
He said the facilities must also be provided with necessary amenities and equipment like functional automated/manual leak tester, functional fire alarm system, and mounted gas detectors.
The DPR helmsman said they must also have adequate fire water storage and sprinklers, perimeter fence with fire wall amongst others.
He said the objective of the guidelines was to ensure that the baseline standard regarding Health, Safety and Environment (HSE) was achieved and maintained in all the facilities.
The candidate of the All Progressives Congress in the 2020 Ondo State governorship election, Mr. Rotimi Akeredolu, has been declared winner of the poll by the Independent National Electoral Commission.
He defeated his closest rival and candidate of the Peoples Democratic Party, Eyitayo Jegede, in 12 of the 18 Local Government Areas where the election held.
Akeredolu polled 292,830 votes as against Jegede’s 195,791 votes.
INEC’s Returning Officer, Prof. Idowu Olayinka, who declared Akeredolu winner, said he had met all conditions required to be returned as governor-elect for the state.
Though Jegede won the first LG (Ifedore) result to be announced, Akeredolu maintained a comfortable lead after 16 of the 18 LGAs’ resultswere announced.
Jegede won in Akure South, Akure North, and Ifedore LGAs while the Deputy Governor and Zenith Labour Party candidate, Agboola Ajayi, won none.

ONLY federal workers registered on the Integrated Personnel Payroll Information System (IPPIS) platform would continue to get salaries, President Muhammadu Buhari has said.
Buhari said this during the presentation of the N13.03 trillion 2021 Appropriation Bill to the joint session of the National Assembly in Abuja on Thursday.
The President said any worker not captured on the payroll would be treated as a ghost worker.
But the Academic Staff Union of Universities (ASUU) that has vowed never to key into the IPPIS platform as demanded by the Federal Government, said the President’s remarks had nothing to do with its members.
ASUU President Prof Biodun Ogunyemi, who reacted to the remark yesterday, said President Muhammadu Buhari was not referring to its members in his budget speech.

Prof Ogunyemi said: “The President didn’t say ASUU members. He said he didn’t want to pay money to non-existent personnel and he (president) said employees of federal government. That doesn’t translate to ASUU.
“As far as ASUU is concerned, we have met with Mr. President, we have reached an understanding that we should develop the alternative to IPPIS that will respect the autonomy of universities. That is what we have done and which we have presented to the Federal Ministry of Education about two months ago.”
“What is left for government to do is to continue with the integrity test that they promised to conduct before they accept the alternative which is the University Transparency and Accountability Solution (UTAS).

“We don’t believe that ASUU falls into the category of non-existent workers. We don’t believe that ASUU works at the MDAs that Mr. President talked about.
“IPPIS is meant for the civil servants and that we know they are faithfully applying. So if that is going on in the MDAs, we believe the universities should be insulated from civil service rules because universities have their own establishment Acts which are vested with the management of personnel and payroll system in the hands of the university Governing Councils. That is what we have been challenging all along.”
The Economic and Financial Crimes Commission(EFCC) says it recorded 646 convictions and recovered more than N11 billion in monetary asset this year, despite the restriction imposed by the COVID-19 pandemic.
The acting chairman of the EFCC, Umar Abba, disclosed this while addressing the Senate Committee on Anti-Corruption and Financial Crimes in Abuja on Tuesday.
The spokesperson of the commission, Wilson Uwujaren, said in a statement that the Senate committee had expressed the desire of the Upper Legislative House to see a reformed and rebranded EFCC.
This, according to the committee, will help in its fight against corruption, economic and financial crimes in the country. Suleiman Kwari, the Chairman of the committee, advised that 90 per cent of investigation should be done before “arrest is effected”. He added that “media hype must stop”. If you want to be effective forget the media, do the work and let your work speak for you.”
Mr Kwari disclosed that the 9th Senate is determined to see that there is a constant flow of information and engagement between the Senate and the EFCC.
Aliyu Wamakko, the Deputy Chairman of the committee, expressed concern on the commission’s lean budgetary allocation for legal fees, noting that there must be adequate provision for legal fees in the EFCC budget for effective prosecutions.
Mr Uwujaren quoted the EFCC boss, Mr Umar, as telling the Senate committee that the commission has earned the confidence and trust of Nigerians because of its unblemished professional disposition. “The EFCC is doing remarkably well above all other law-enforcement agencies in the country and that is why the UNODC and National Bureau of Statistics in the 2017 survey they conducted ranked EFCC as the most effective government agency in Nigeria,” Mr Umar said.
Reacting to the issues of seized vehicles by the commission, Mr Abba expressed pain at the deteriorating state of asset in the custody of the EFCC. “We are working on this challenge and I am sure the Attorney-General of the Federation is coming out with a gazette so that this issue will be a thing of the past. It involves not only vehicles, but also landed properties,” he said. The EFCC boss also weighed in on concerns expressed by the legislators on the waning impact of the Whistle-blowing policy of the federal government, blaming the situation on mischief and misinformation by members of the public who turned it to a tool for settling personal scores. “It is true that the whistle-blowing policy has gone awry, unlike what it was at the beginning of the policy, where we received several reports from whistle-blowers. “People started being mischievous with the policy. So we have to tread carefully as people turned it into a personal vendetta tool against individuals,” he said. He, however, revealed that the policy was being fine-tuned by the Ministry of Finance to make it more efficient.
The EFCC boss used the occasion to acquaint the legislators with the challenges confronting the agency, including the lack of adequate personnel and office accommodation, especially in the Commission’s zonal offices), and the lack of internet facility, Information and Communication Technology equipment, among others.
He canvassed for the support of the committee in overcoming these challenges through appropriation.
