NSA Ribadu addresses Aminu Bayero as Emir of Kano at public event

Nuhu Ribadu, the National Security Adviser (NSA) to President Bola Tinubu, formally addressed Aminu Ado Bayero as the Emir of Kano during an event in Abuja, further highlighting the ongoing dispute over the Kano emirate throne.

Ribadu, who represented the president at the inaugural annual international lecture organized by the News Agency of Nigeria (NAN) on Thursday, October 4, acknowledged Bayero in his speech, stating, “Of course, the Emir of Kano, Alhaji Aminu Ado Bayero,” a remark that was met with applause from the audience.

The Kano Emir throne has been the center of a longstanding dispute between Aminu Ado Bayero and Muhammad Sanusi II, the former Emir of Kano. The controversy began in May 2019 when the Kano State House of Assembly approved an amendment to the Kano State Emirate Council Law, splitting the emirate into five smaller entities—Kano, Rano, Gaya, Karaye, and Bichi—seemingly in a bid to reduce Sanusi’s influence as Emir of Kano.

Subsequently, Abdullahi Ganduje, then the governor of Kano, signed the bill into law. In March 2020, Ganduje deposed Sanusi, accusing him of defiance and disrespect for the governor’s lawful orders. Following Sanusi’s removal, Aminu Ado Bayero was installed as the new Emir of Kano.

However, the dispute reignited four years later when Abba Yusuf, the current governor of Kano, reinstated Sanusi as Emir of Kano after the state legislators passed the amended Kano State Emirate Council (Repeal) Bill 2024. The newly passed law abolished the division of Kano into five emirates, restoring the previous single emirate system under a single Emir’s leadership, as appointed by the governor.

Despite Sanusi’s reinstatement, Bayero continued to occupy a palace in Nassarawa LGA, leading to tensions in the state. Governor Yusuf ordered Bayero’s arrest, sparking speculation about federal backing for Bayero.

Aminu Gwarzo, Kano’s deputy governor, had accused NSA Ribadu of facilitating Bayero’s return to Kano by providing him with two private jets. Ribadu, however, denied the allegations and threatened legal action, demanding an apology from Gwarzo, who later retracted his statement.

The legal struggle over the Kano emirate throne continues, with rival factions battling it out in court. Both Bayero and Sanusi have filed lawsuits, further prolonging the leadership crisis in the historic emirate.

Lagos court sentences cocaine trafficker to four years imprisonment

The Federal High Court in Lagos State has convicted and sentenced a Spain-bound Nigerian, Francis Akajiobi, to four years imprisonment for trafficking 1.20 kilograms of cocaine.

Justice Ambrose Lewis-Allagoa sentenced Akajiobi on Thursday, October 3, 2024, after he pleaded guilty to the one-count charge filed against him by the National Drug Law Enforcement Agency after his arraignment earlier.

The NDLEA prosecutor, Mr. Abu Ibrahim, told the court that the convict was arrested at the Departure Hall of the new terminal of the Murtala Muhammed International Airport, Ikeja, Lagos.

He said the arrest took place on July 25, 2024, while Akajiobi was attempting to board a Royal Air Maroc flight to Valencia, Spain, during the outward clearance of passengers

“He concealed the cocaine inside some footwear,” Ibrahim told the court.

According to Ibrahim, the offence committed contravened Section 11(b) of the NDLEA Act, Cap. N30, Laws of the Federation of Nigeria, 2004, which carries penalties for drug trafficking.

Following his plea, the judge ordered the prosecutor to review the facts of the case.

After presenting the facts and tendering exhibits, Ibrahim urged the court to convict and sentence Akajiobi.

“The evidence clearly supports the guilty plea, and we request that the court convict him accordingly,” Ibrahim said.

However, the defence counsel, Benson Ndakara, in his allocutus, pleaded with the court to show leniency.

“My Lord, this is a first-time offender who has saved the court’s time by not opting for a full trial. We plead for mercy in sentencing,” Ndakara said.

After confirming from the prosecutor that Akajiobi had no prior criminal record, Justice Lewis-Allagoa ruled that he could pay a fine of N2m in lieu of serving the four-year prison term.

Pastor Adeboye apologises for saying it’s impossible to make heaven without paying tithe

The General Overseer of the Redeemed Christian Church, Pastor Enoch Adeboye, has apologised for saying that Christians who don’t pay tithe might not make heaven.

The cleric who had previously claimed that paying tithe was one of the prerequisites for going to heaven, apologised for the comment while addressing his congregation recently in a video making the rounds on the internet.

Describing his earlier claim as a “mistake”, Adeboye said the bible never said such.

He emphasised that the bible says peaceful and holy living are the prerequisites for making heaven.

“I apologize for saying ‘If you don’t pay tithe, you might not make it to heaven.’ I’m sorry, that’s wrong, and it’s not in the Bible. What the Bible says is ‘Follow peace with all men, and holiness, without which no man shall see God’,” he said.

CBN announces fresh FX code, demands compliance from banks, BDCs, others

The Central Bank of Nigeria has announced a fresh Foreign Exchange Code as guidelines to legible players in the country’s FX market to stabilize the Naira.

The FX code was contained in a document released on CBN’s official website on Thursday, October 3, 2024.

According to the apex bank, the FX code will regulate Nigeria’s financial system and supervise the foreign exchange market in line with global best practices.

CBN noted that the fresh FX Code is organized around six principles, including ethics, governance, execution, risk management and compliance, information sharing and confirmation and settlement processes.

The apex bank stated that the guideline will take effect on October 14, 2024.

The guideline said all market participants are required to submit a self-assessment report on the level of compliance with the FX code by December 31, 2024.

“The FX Code is intended to promote a robust, fair, liquid, open, and appropriately transparent Market in which a diverse set of Market Participants, supported by resilient infrastructure, can confidently and effectively transact at competitive prices that reflect available market information in a manner that conforms to accepted global standards of behavior and best practices,” he said.

The FX Code should be fully implemented, and each Market Participant be in full compliance by December 31, 2024.

“Market Participants will be required to submit a quarterly report to the Financial Markets Department (FMD), on the level of compliance to the FX Code within 14 days after the end of every calendar quarter, with the first report due by December 31, 2024”, the guideline reads.

This comes as the Naira appreciated against the Dollar at both official and parallel foreign exchange markets.

Recall that on June 14 last year, CBN floated the Naira at the FX market.

The development led to the drop in the value of the Naira in the FX market from N463 per dollar last year on June 13 to N1659.26 on Thursday.

TikTok influencer ‘Mr Prada’ arrested for second degree murder

A popular TikTok creator has been charged with second degree murder in the death of a 69-year-old Louisiana therapist.

Terryon Thomas, also known as Mr Prada to his 4.3 million followers, was arrested in Dallas, Texas on Tuesday afternoon after he was allegedly seen driving a stolen car that police said belonged to William Abraham, the therapist.

Mr Abraham’s body was found wrapped in a tarp on Sunday in Baton Rouge, Louisiana.

Police said he died from blunt force trauma to the head, describing it as a “very physical, very violent death”.

Mr Thomas, 20, has been charged with second degree murder and obstruction of justice, according to the East Baton Rouge Sheriff’s Office, and is in custody in Dallas, Texas awaiting extradition to Louisiana.

“This is an ongoing investigation that will take time to gather further evidence,” Casey Hicks of the East Baton Rouge’s Sheriff’s Office said in a statement.

“I hope that this arrest may bring some closure and assurance to friends and family,” she said.

Mr Abraham’s body was found in a blue tarp on the east side of US Highway 51 on Sunday, police said, adding that they later discovered his car had been missing.

Police said they later uncovered surveillance footage that purportedly identified Mr Thomas as the last person seen driving the therapist’s vehicle.

They then attempted a traffic stop on Mr Thomas, but he allegedly resisted arrest, backed up into the officers’ car and fled.

Police searched Mr Thomas’ apartment in Baton Rouge, where they allegedly found evidence of a “violent physical altercation” and “a significant amount of blood” and unspecified weapons.

They added that witnesses allegedly saw Mr Thomas dragging “an object wrapped in a blue-coloured tarp” into the therapist’s car on Saturday, 28 September, the day before Mr Abraham’s body was found.

Police said video surveillance footage also apparently showed Mr Abraham arriving earlier that day at the apartment complex where Mr Thomas lived, wearing the same clothes that his deceased body had been found in.

Police did not specify how Mr Thomas and Mr Abraham knew each other, or if Mr Thomas was a client of the therapist.

Mr Thomas is well-known on the social media app TikTok, where he posts videos for millions of mostly Gen Z followers with commentary on school, relationships and trends.

According to Mr Abraham’s obituary, the victim was a “licensed professional counsellor, motivational speaker, recording artist, author and teacher”. He was also a former Catholic priest who had regular appearances on local television in Baton Rouge, Louisiana.

Bauchi records two rabies cases in nine months

The Bauchi State Government said it recorded two rabies cases in the state from January to October 2024.

The figure indicated a 90 per cent decrease from 20 rabies cases recorded in 2023.

The Director Veterinary Services in the state Ministry of Agriculture, Dr Ibrahim Bello, stated this during an interview on Thursday in Bauchi.

Mr Bello attributed the feat achieved to proactive measures adopted by the state government to control the disease.

He, however, said that there was a significant increase in dog bite incidents with 199 cases recorded from January till date.

“With 132 occurring in Bauchi Local Government Area alone, not all dog bites result from rabies,” he said.

According to Mr Bello, the disease remains a deadly threat to public health, with almost no survival chance once clinical signs appear.

He said the state government designated a rabies desk officer, conducted annual mass rabies vaccination and community sensitisation exercises to stem the disease.

The ministry, he said, was working with the One Health Initiative; a project under the state ministry of health, to foster collaboration between human and veterinary healthcare sectors.

Urging dog owners to vaccinate their pets, Mr Bello underscored the imperative of collective action in eliminating rabies by 2030.

He said, “With sustained effort and public education, Bauchi State aims to lead the way in eradicating rabies and set an example for other states in Nigeria.’’

The court also barred the Road Traffic Services from imposing fines on motorists.

The judgment, delivered on October 2 by Justice Maha, stemmed from a fundamental rights enforcement suit filed by human rights activist and public interest attorney Abubakar Marshal.

Justice Maha, in the judgment, agreed with the applicant’s contentions that there is no legal basis for the VIO and its officials to stop, impound, or confiscate vehicles or to levy fines against motorists.

The applicant, in a suit marked FHC/ABJ/CS/1695/2023, sued the Directorate of Road Traffic Services, the Director, Directorate of Road Traffic Services, Mr Leo, the Area Commander, Directorate of Road Traffic Services (as at December 12, 2023) Onoja Solomon, Team Leader, Directorate of Road Traffic Services, Jabi Area command, the Minister of the Federal Capital Territory, as 1st to 5th respondents respectively.

The court in its judgment, issued a restraining order against the respondents, preventing them and their agents from impounding or confiscating vehicles or imposing fines, labelling such actions as wrongful, oppressive, and unlawful.

Justice Maha further granted a perpetual injunction to protect the rights of Nigerians, ensuring their freedom of movement, presumption of innocence, and right to own property without lawful justification.

The court in its judgement held that “the 1st (Directorate of Road Traffic Services) to 4th Respondents under the control of the 5th Respondent (Minister of the Federal Capital Territory) are not empowered by any law or statute to stop, impound, confiscate the vehicles of motorists and or impose fine on motorists.”

The court also gave “an order restraining the 1st to 4th respondents either through their agents, servants and or assigns from impounding, confiscating the vehicle of motorists and or imposing fine on any motorist as doing so is wrongful, oppressive and unlawful by themselves.”

The court made an order of perpetual injunction restraining the respondents whether by themselves, agents, privies, allies or anybody acting on behalf of the 1st respondent from further violating the rights of Nigerians to freedom of movement, presumption of innocence and right to own property without lawful justification inter alia.

The six newly sworn-in judges are Justices Adebisi Daomi, Adeola Adegoroye, Justinah Kpemi, Happiness Demehin-Ogunbayo, Wumi Fabuluje, and Idowu Ogunwumiju.

At the swearing ceremony held at the Cocoa Conference Hall of the Governor’s Office in Akure, Aiyedatiwa described the event as a significant step in strengthening the judiciary and advancing the administration of justice in the state.

He said, “This is particularly fulfilling for me, as it marks the second instance on record in our administration that appointment to the Bench of the state judiciary would be carried out and in large numbers.

“These appointees have distinguished themselves in the practice of law and administration of justice in our dear state.

Earlier in his remarks, the Attorney General and Commissioner for Justice of Ondo State, Dr Olukayode Ajulo, lauded the governor for his respect for the judiciary and his strong commitment to upholding the rule of law.

Ajulo noted that Aiyedatiwa’s policies and actions had consistently demonstrated his dedication to ensuring the judiciary was well-resourced for the effective delivery of justice, emphasising the critical collaboration between the judiciary, the legal profession, the executive, and the legislature, which had greatly improved the efficiency of the justice system in the state.

Ex-Singaporean minister jailed 12 months

A Singaporean former minister, Subramaniam Iswaran, was sentenced on Thursday to 12 months in prison for obstruction of justice and accepting illegal gifts in the city-state’s first political graft trial for nearly half a century.

The ex-transport minister, known for helping bring Formula One to the financial hub, was hit this year with 35 charges mostly related to graft in a nation often cited as one of the world’s least corrupt.

Iswaran’s sentence was more severe than the six to seven months requested by the prosecution, which High Court Justice Vincent Hoong said would have been “manifestly inadequate” given the impact of the case on public trust.

“Trust and confidence in public institutions are the bedrock of effective governance, which can all too easily be undermined by the appearance that an individual public servant has fallen below the standards of integrity and accountability,” Hoong said Thursday when he delivered the sentence.

Iswaran was convicted last week of obstruction of justice and accepting illegal gifts after prosecutors moved forward with five lesser charges only, including some related to a billionaire property tycoon.

His defence team asked for Iswaran’s jail term to commence on October 7, local media reported.

The court then asked the 62-year-old to surrender himself at 4 pm (0800 GMT) at the States Court that day.

Iswaran quit in January after being formally notified of the charges, which include accepting gifts worth more than $300,000.

In a resignation letter at the time, he said he would clear his name in court.

Iswaran has paid back around $295,000 in financial gain to the government and gifts including a Brompton bicycle were also seized from him, the Attorney-General’s office said.

The charges include obstruction of justice relating to an attempt to block Singaporean authorities from investigating a business class flight at the expense of Malaysian hotel tycoon Ong Beng Seng, one of Singapore’s richest residents.

The other four charges relate to his receipt of gifts from Ong, the managing director of Hotel Properties Limited, and a top director at a construction company Lum Kok Seng, including bottles of whiskey and golf clubs.

Neither businessman has faced punishment.

Local media reported that the attorney general’s office said it would “take a decision soon” on Ong. But it did not mention Lum.

Most of the charges against Iswaran have been levelled with a rarely used criminal law under which it is an offence for public servants to accept objects of value from figures they officially work with.

Iswaran’s trial has been deemed by observers to be one of the most politically significant in the city-state’s history.

It also risks damaging the reputation of the ruling People’s Action Party before general elections expected to be held by November next year.

Nine die in Taiwan hospital fire

Nine people died on Thursday after a fire ripped through a hospital in southern Taiwan, the island’s fire agency said.

The blaze in Pingtung County was reported at around 7:40 am, and was put out shortly after 1 pm, according to an online post by the fire agency.

Eight victims were confirmed dead after being taken away for treatment, and another was later found dead at the scene, the agency said.

The fire broke out the same day that Typhoon Krathon made landfall in the island’s south, although Taiwanese authorities did not link the two.

Krathon forced schools and offices to shut for a second day amid strong winds and heavy rain that have left two dead and more than 100 injured.

Police foil Independence Day attacks, arrest four suspects

The operatives of the Federal Capital Territory Police Command have arrested four suspects who were planning to attack government institutions and estates in the nation’s capital on Independence Day.

The command said the suspects were intercepted and arrested in their hideout in the Sauka area of the FCT following an intelligence report on their activities.

In a statement on Thursday, the command spokesperson Josephine Adeh identified the suspects as Yau Sani, a.k.a. Baba (an ex-convict), Nuhu, a.k.a. Giwa, Kabiru Mohammed and Yusuf Hassan.

Adeh said the suspects also confessed to kidnapping several people in the FCT, Kaduna, and Niger and killed seven.

She said, “The Anti-Kidnapping Unit of the FCT Police Command on 1st October 2024, acting on credible intelligence, trailed and arrested four notorious kidnappers who have been terrorizing the Federal Capital Territory namely: YAU SANI, a.k.a. Baba (an ex-convict), NUHU, a.k.a. Giwa, Kabiru Mohammed, and Yusuf Hassan, at their criminal hideout in Sauka, Abuja living within the general population.

“The suspects confessed to being responsible for a series of kidnappings of unsuspecting residents in FCT and its environs, the killing of seven victims in the process.

“These gangs have attacked Dakwa, Dawaki, Aco estate, Dupe Village, Zuma rock, Kuchiko village, and some villages in Niger and Kaduna.”

Adeh said the suspects after their arrest led Policemen to a forest in Niger where they hid their weapons.

She added that a total of four AK-47 guns and 175 ammunition were recovered from the suspects.

Adeh said,” They also led Police operatives to another hideout in Gauraka Forest, Suleja, Niger State, where they dug out four AK-47 rifles, 13 AK-47 magazines, and 162 rounds of 7.6 mm live ammunition.

“The suspects also confessed their intending plans to attack some government institutions and estates within the FCT, which have been proactively prevented by the Command.

“The command wishes to reiterate its commitment to stamping out crime and criminality within the FCT. It urges members of the public to report any suspicious or unusual activities to the police emergency lines. “

Nigerian socialite Femi Quadri arrested in U.S. for COVID-19 insurance fraud, identity theft

The U.S. government in September arrested and arraigned 43-year-old Femi Quadri, a Nigerian socialite, for allegedly stealing the identities of about 91 American citizens to scam them of their COVID-19 and disability benefits.

He was arrested around 9:30 a.m. on September 20, just hours before he was scheduled to fly on a one-way ticket to Dubai in the United Arab Emirates, where U.S. security agents believed he planned to hibernate, away from America’s crime radar.

A criminal complaint filed in the U.S. District Court for the Central District of California on September 19 detailed Mr Quadri’s alleged fraudulent scheme, particularly how he stole the Personal Identifying information (PII), including Social Security Numbers (SSNs) of about 91 Americans to collect their disability, unemployment and COVID-19 benefits between 2020 and 2024.

Given the California Employment Development Department (EDD) gave debit cards to eligible unemployed and disabled citizens, Mr Quadri applied for benefits using their names and falsified certifications from real doctors, whose information he also stole.

The EDD mailed loaded debit cards with unlimited withdrawals to claimants. The cards carried a sticker that contained the activation details. The recipient had to call a number to provide their SSN to activate it.

The card, valid for three years, was registered with the Bank of America, and the EDD funded it for beneficiaries. It had no limit on daily purchases and withdrawals.

An investigator with the EDD found that Mr Quadri defrauded 19 disabled Americans whose identities he stole to claim the funds of over $200,000.

“EDD Investigator Ivant Romo reviewed approximately 19 DI (Disability Insurance) claims filed online under approximately 19 different identities for an approximate actual loss of $210,156 and a potential loss of approximately $436,488,” the criminal complaint stated.

Mr Romo found it suspicious that the claimants’ occupation “was often the same, among other commonalities.”

Having reviewed 72 UI (Unemployment Insurance) claims, the investigator discovered that Mr Quadri had scammed the U.S. government of $881,192 using stolen identities of 72 unemployed Americans.

Some of the footage of the withdrawals were examined, and the videos confirmed that Mr Quadri, on several occasions, was the same individual who withdrew cash using debit cards of different EDD beneficiaries.

Bank of America —where the EDD benefits were domiciled— supplied surveillance footage that showed Mr Quadri used the EDD debit cards to withdraw “under different accounts for different persons.”

Investigators found that the pictures of the individuals who were issued the EDD debit cards did not match the image of the person who withdrew the money.

Mr Romo identified Mr Quadri as the person who withdrew EDD funds from at least 38 accounts, including Michelle Davey, Ronald Tung, and Douglas Cost.

Pictures from Mr Quadri’s social media pages showed him wearing some of the clothes that he wore to withdraw the cash.

Mr Romo further observed Mr Quadri on the streets and placed him to be the same guy “conducting many fraudulent withdrawals.

Doctor Lai, a medical practitioner who supposedly certified some of the documents Mr Quadri used to scam his victims, told investigators that he did not certify any of the claims that carried his signature.

Mr Romo approached Ms Davey, a victim of the scam, who said she had never applied for a disability insurance benefit even though Mr Quadri had received $7,366 in her name. She also disclosed that the Nigerian fraudster got her actual date of birth and SSN correctly.

Mr Quadri withdrew $19500 using Mr Cost’s name. The victim told authorities that he had never filed an unemployment insurance benefit and did not give anyone consent to do so on his behalf.

The U.S. government identified Roland Iwhiwhu Otega as Mr Quadri’s co-conspirator. But five days after investigators searched his apartment in August 2023, Mr Otega boarded a ticket to Lagos, Nigeria and fled the U.S.

Incriminating materials of identity theft were found in his apartment, and investigators established a connection between him and Mr Quadri, given they shared at least one victim, Rosaly Ferrer.

Mr Quadri’s bank records with JP Morgan revealed that he had wired over $500,000 to four Chinese companies: Prinx Chengshan Shandong Tire Co Ltd (Agricultural Bank of China), Eping City Hengxin Trading Co Ltd (Industrial and Commercial Bank of China), Prachi Exports (Yes Bank Ltd) and Shouguang Firemax Tyre Co Ltd (Jinan Rural Commercial Bank Co., Ltd).

Given that he is only a permanent alien resident and not a full-fledged U.S. citizen, Mr Quadri will be deported from the U.S. as soon as he is convicted.

Since he had no family in the United States and had purchased property in Nigeria, authorities worried that his chances of fleeing were extremely high, especially since his co-conspirator had already absconded.

That the scam exceeded $10,000 will cause his offence to be considered an aggravated felony, which attracts stiff penalties that include the loss of his immigration status.

He was currently being remanded by the U.S. Marshal Service and would remain there until October 29, when he was scheduled to be arraigned before Judge Jean P. Rosenbluth on October 29.

Mr Quadri’s charges bordered on aggravated identity theft and bank and wire fraud.

Federal Government launches CNG conversion incentive programme in Kogi

The federal government has inaugurated its conversion incentive programme in Kogi and donated 10 compressed natural gas-powered buses to ease transportation.

The Minister of Steel Development, Shuaibu Audu, spoke during the inauguration ceremony on Wednesday in Lokoja, saying the initiative by the federal government was meant to reduce the current hike in transportation fares in the country.

The minister said that the federal government had signed an agreement with two companies in the state to deliver on its mandate on the P-CNGi, CIP and business handover initiative.

Mr Audu explained that the CNG conversion was introduced to commercial vehicles free of charge, adding that more of it would arrive when Ajaokuta Steel Company became fully operational.

“The CNG initiative creates more job opportunities and ease the means of transportation across the country,” Mr Audu said.

Governor Ahmed Ododo said that the initiative was the federal government’s effort in collaboration with the state government to reduce the country’s dependence on petrol.

Mr Ododo said President Bola Tinubu’s ‘Renew Hope Agenda’, remained on track and committed to reducing economic challenges by introducing CNG.

Michael Oluwagbemi, CEO of the Presidential CNG Initiative, noted that the federal government aims to reduce the current hardship to a minimum by introducing CNG.

He said that the CNG-powered commercial buses provided would ease transportation services for the citizens.

Mr Oluwagbemi reiterated the government’s commitment to affordable transportation and reducing costs by 40 per cent. He said the CNG initiative was a key driver for boosting the economy, adding that it would also significantly impact Nigeria’s energy landscape.

Mr Oluwagbemi said that Kogi would be among the 25 pioneer states in the federation to get 30 vehicles free of charge under the CNG initiative.

Senate rejects bill on private investigators

The Senate on Wednesday stood down a bill for an act to prescribe standard and condition of licence for operation and practice of private investigations in the country.

The piece of legislation, sponsored by Senator Osita Ngwu (PDP, Enugu West) was rejected by the majority of lawmakers during debate on the floor of the Red Chamber.

Earlier in his lead debate, Senator Ngwu, who is the Senate Minority Whip, said the bill seeks amongst others, to provide a framework for the licensing and practice of private investigators in the country.

He added that it also seeks to provide for a system of regulation, control and conduct of the practice so as to maintain professional standards.

According to him, the practice of private investigators is well established in countries like the United Kingdom, the United States, Australia, and Canada.

Senator Ngwu noted that while some private investigators are former law enforcement agents, others are former military and intelligence personnel.

The modern trend across the globe, he added, is the need to have them licensed so as to maintain ethical standards.

“The objectives of the bill include fraud prevention, detection, assessment and resolution; corporate fraud and risk management services; insurance fraud and claims investigation; aviation accident and loss investigation; marine loss investigation; occupational health and safety incident investigation; and witness location and bail bond defaulters etc.

“The bill defines the scope of the profession; ensures standards; provides penalty for professional negligence; prescribes offenses for operation without license and encourages industry-based training to maintain capacity.

“The bill essentially seeks to professionalise the industry and has no financial implication,” he said.

However, during debate on the bill, while the Senate Deputy Minority Leader, Senator Olalere Oyewumi, and Senator Victor Umeh supported the bill, others like senators Adams Oshiomhole, Iya Abbas, and Mustapha Saliu kicked against it, describing it as recipe for personal fight.

Apparently flowing with the mood of the senators, the President of the Senate, Godswill Akpabio, called on the sponsor of the bill, to withdraw it for further legislative inputs, which he hurriedly did .
