Soldiers brutalise policemen for seizing colleague’s Okada

Three policemen have reportedly been brutalized by soldiers attached to the Abalti Barracks, Surulere, Lagos State, for arresting a yet-to-be-identified man, who was caught defying the state government’s ban on Okada in the area.

Punch reported that the man suspected to be a soldier was riding his Okada around Ojuelegba to link the barracks when the policemen, who were enforcing the ban on motorcycle operations in the area, accosted him. He was arrested by policemen consisting of two inspectors, a police constable, among others, who also impounded his motorcycle.

While making plans to convey the man and his motorcycle to Surulere police station, it gathered that no fewer than 20 soldiers on uniform and mufti stormed the area. They attacked the patrol team and injured the police constable and inspectors.

A source told the publication;

“When they got there, they started attacking the policemen till they were able to set the man that was arrested free. They also dispossessed the policemen of the seized motorcycle and went away with it.

“The man that was arrested did not wear uniform, but after the attack, he and the soldiers entered the Abalti Barracks. That is why it is believed that he is also a soldier. The incident happened around 10.30pm on Wednesday.” The soldiers also seized the phone of a policeman filming the attack.

The source added;

“But immediately they spotted police reinforcement, the soldiers took to their heels and ran into the barracks.”

Under PDP, Nigeria had phantom soldiers whose salaries went into private pockets – Presidency

The presidency on Sunday slammed the Peoples Democratic Party (PDP) for messing up Nigeria throughout its 16-year stay in power.

The presidency was reacting to the opposition party’s criticism of the Federal Government over the renewed attacks on soft targets, particularly in the North-West and North-East by bandits and Boko Haram insurgents.

In a statement issued by the Senior Special Assistant on Media and Publicity to the President, Garba Shehu, the presidency described the PDP as an unmitigated failure, noting that the party plundered the country’s resources throughout its years in power.

The statement read: “The rejected Peoples Democratic Party (PDP) fantasy communiqué is a work of fiction by those who truly believe black is white and one plus one equals three.

“This statement of the delusional seeks to cover up the serial and criminal failures of the PDP’s long and damaging period in office, which the Muhammadu Buhari administration and All Progressives Congress (APC) have strived these past seven years to amend.”

The presidency claimed the PDP misappropriated the funds meant for the salaries of the members of the country’s Armed Forces.

We cannot forget under PDP, the nation had an army full of phantom soldiers whose pay went to PDP politicians’ pockets while our under-resourced real soldiers died in the fight against insurgents and our international allies refused to supply Nigeria kit and military aid.

“Today with the APC, the army is resourced, we have fighter jets from our partners, Boko Haram is being driven from every inch of Nigerian territory, and ISWAP’s leader eliminated in a Nigerian airstrike.

“We cannot ignore how PDP politicians sought – and continue to seek – to inflame ethnic and religious tensions by refusing to even proffer a solution to the herder-farmer clashes which became most prevalent under their misrule.

“Today with APC in government, there are ranches on federal land and in state land where there is the willingness to establish them. Clashes are reduced. Lives are saved, and livelihoods are enriched.

We will always remember how PDP politicians intentionally encouraged and exploited the black market in currency exchange to convert ill-gotten gains to foreign currency and undermine our national currency, then spirited their funds abroad in their billions and into foreign bank accounts,” it added.

Reps want cases of soldiers brutalizing, extorting civilians investigated

The House of Representatives has urged the Chief of Army Staff to initiate investigation and discipline soldiers involved in shooting and killing of harmless citizens in Baruten/Kaiama Federal Constituency of Kwara.

This followed the adoption of a motion by Rep Mohammed Omar Bio (APC-Kwara) at Wednesday’s plenary, March 17, in Abuja.

Moving the motion, Bio said that the soldiers instead of facing the purpose for which they were deployed to the border area, which was to provide security, had constituted themselves into revenue collectors.

He alleged that the soldiers extort motorists by charging fixed rates depending on the category of the vehicle.

According to the rep, motorcycles are charged N100, small cars N200 while tankers are charged N1,500.

Bio said that these illegal fees were collected from several roadblocks mounted in Baruten/Kaiama constituency and which had begun to affect the economy of the area.

He stated that development had led to a 50 per cent increment in transport fare, foodstuffs, and fuel respectively.

”If the incidence of harassment, extortion by the soldiers manning the checkpoints is not nipped in the bud, more chaos and casualties will be recorded,” he said.

The House of Representatives consequently mandated its committee on Army to investigate the alleged incident of incessant extortion, harassment, and victimisation of the people of Baruten/Kaiama by soldiers deployed to provide security at the border area.

Soldiers reportedly killed, two policewomen abducted as Boko Haram attacks Dikwa

Boko Haram insurgents reportedly attacked the town of Dikwa, Borno State, killing two soldiers and abducting two policewomen.

According to reports, the insurgents killed the two soldiers in a gun battle that ensued as men of the Nigerian Army repelled their attack on the local government headquarters.

Residents and sources in the town disclosed that the insurgents stormed the town around 5:30pm and operated for over four hours before leaving around 9:00pm.

A Civilain JTF operative said: “They killed two soldiers and abducted two women police. Six IDPs were also injured in the attack. The Insurgents took away one police van and also burst the tire of the civilian JTF van.”

Another source, a displaced person living in the IDP camp in Dikwa disclosed that while the attack was going on, the camp residents, who were all afraid, were holed up in their tents.

He said: “We were in our tents in the camp and were hearing shootings from a distance and we knew those gunshots could not be from the army so we did not go out to know how deadly the attack was.”

Speaking also on the attack, a humanitarian worker in Dikwa disclosed that the attackers who came on foot were pursued by troops.

He said: “When they came into the town on foot, they started shooting sporadically. We all took to our heels. From the way they attacked, it was obvious they were on the run because the army has been clearing them in Sambisa Forest and you know Dikwa is in close proximity to the forest.

“I cannot tell the number of casualties because I ran for safety and I have not heard anything about the casualty figures but they didn’t target any particular place for destruction.”

There had been no comment from authorities as at the time of this report.

Nigerian Army Gives Different Narrative, Says Soldiers Were Not At Lekki Toll Gate To Enforce Curfew.

Brigadier-General Ibrahim Taiwo, Commander of 81 Division of the Nigerian Army, who spoke before the Lagos State Judicial Panel of Inquiry on Saturday, said the soldiers were going for an operation along the Epe axis and had no alternative route that was why they took the Lekki Toll Gate area that had been taken over by protesters at the time.

The Nigerian Army has again contradicted another of its claims on the October 20 Lekki Toll Gate incident in Lagos by stating that its soldiers did not go to enforce curfew but were on another mission when they were attacked by some hoodlums, who joined the EndSARS protest.

He said that immediately the soldiers got to the toll gate, they were “pelted and stoned by hoodlums”, adding that soldiers responded by firing into the air in order to clear the way for them to continue their operations.

“The place was cleared at about 8:45pm and they said they were going back to their respective units.

“Later in the day, they went out again at about 11:00pm,” Taiwo added.

Taiwo, however, insisted that soldiers fired only blank bullets while admitting that some soldiers were with live bullets.

He also stated that given the same circumstance, the army would act in a similar way to that of October 20, 2020.

Recall that the he had said that the army was called to end the violence going on as a result of the #EndSARS protest and were at the Lekki Toll Gate.

He added that the army was not informed by the state government that the curfew had been shifted to 9:00pm on that day.

Also, in a statement credited to the Chief of Army Staff, Tukur Buratai, the Acting Director of Army Public Relations, Sagir Musa, the Nigerian Army said its officers were simply ensuring compliance with the curfew put in place by the Lagos State Government.

The army revealed that they were invited by Lagos State governor, Babajide Sanwo-olu, as it expressed its disappointment at the governor for publicly denying his involvement in the matter.

Recall that due to the involvement of the military, about a dozen protesters were killed at the Lekki Toll Gate on October 20 with many others left with gunshot injuries.

The killing of the protesters sparked an outrage in the state leading to wanton destruction of properties by hoodlums.

66 convicted soldiers sue FG for N1.3bn over illegal detention

About 66 soldiers who were convicted at different times for various offences have sued the Attorney-General of the Federation, the Minister of Justice and the Controller-General, Nigeria Correctional Service, demanding N20m each.

The separate fundamental human rights cases were filed before a Federal High Court in Lagos by Mrs. Funmi Falana.

According to the applicants, they qualify for amnesty based on a directive by the President, Major General Muhammadu Buhari (retd.), that certain categories of people, including those who have spent 75 per cent of their sentence after remission.

The convicts, therefore, prayed the court to declare that their continued detention in Kirikiri Maximum Correctional Centre, Lagos, despite the amnesty granted them by the President, is illegal and unconstitutional as it violates their right to personal liberty guaranteed by Section 35 of the constitution.

The applicants also seek an order directing the respondents to release them from the prison immediately in compliance with the April 9, 2020 amnesty granted by the President on April 9, 2020, pursuant to the Prerogative of Mercy under Section 175 of the constitution.

They also asked the court to “direct the respondents to pay the applicants the sum of N20m each being compensation for the violation of their fundamental right to liberty and freedom from discrimination against their person.”

Some of the applicants include Andrew Ogolekwu, Corporal Saturday Efe, Lance Corporal Henry Shuaibu, Lance Corporal Jaimes Maifada, Lance Corporal Ndubuisi Sebastine, Lance Corporal Dauda Dalhatu, Lance Corporal Kasega Aoso and Lance Corporal Joshua Friday.

The applicants were all charged before a General Magistrate Court on six counts of mutiny, criminal conspiracy to commit mutiny, attempted murder, disobedience to particular orders, insubordinate behaviour and false accusations contrary to the Armed Forces Act and sentenced to death in December 2014.

The grounds for the relief states, “Upon a review of the case, the confirming authority upheld the conviction but commuted the death sentence to 10 years imprisonment. Since the convicted soldiers are entitled to remission of the 10-year term, they are required to spend a total of 80 months in prison custody.

“From August 2014 to May 2020, the applicants have spent over 64 months in custody. Thus, the applicants have spent over 75 per cent of their prison term.”

UN human rights experts demand Nigeria investigate shooting of peaceful protesters by soldiers

The Nigerian government must set up a credible, independent inquiry into the recent illegal killings of at least 12 peaceful protestors by soldiers, UN human rights experts* said today.

“Since 2005, UN Special Rapporteurs have repeatedly raised the issue of police killings and impunity with the Nigerian government,” the experts said. “We have had 15 years of government promises, but nothing has changed.

“Governments come and go, but police brutality is as intractable as ever. Nigerians need justice.”

Excessive use of force during peaceful assemblies is always unacceptable, the experts said, but the shootings at Lekki toll plaza in Lagos on 20 October were “especially disturbing because demonstrators were precisely calling for accountability for previous police brutality.”

Nigerians have taken to the streets across the country since 8 October to protest rights violations reportedly committed by the Special Anti-Robbery Squad (SARS).

“What is particularly disturbing is that the authorities said they had disbanded the SARS and agreed to the protestors other demands, including investigations,” the experts said. “But they immediately announced the formation of another similar unit and have not ended the excessive use of force.”

Protestors have been met with water cannons, tear gas and live ammunition. Hundreds have been injured and an unknown number killed. In addition, security services have allegedly arrested and beaten protestors, and armed individuals have attacked others.

The fact that in the Lekki toll plaza incident CCTV cameras and lights were apparently switched off shortly before soldiers opened fire on the peaceful protestors indicates “a disturbing level of premeditation,” the experts said.

Systematic police brutality and use of excessive force against peaceful protesters must be independently and impartially investigated and the perpetrators brought to the justice, the human rights experts said.

In addition to setting up an independent inquiry, authorities must clarify why the military was deployed and who gave the order, the experts said. “Any investigation must aim to identify lines of responsibility, deliver accountability and justice, provide remedies and reparations, and recommend structural and systemic changes,” they said.

The experts also called on the government to release the reports of previous investigations into human rights violations by the security forces. These include the 2019 report by the National Human Rights Commission report on SARS and the 2018 report by the Presidential Investigation Panel to Review Compliance of the Armed Forces with Human Rights Obligations and Rules of Engagement (“PIP”).

“The authorities have promised for years to address human rights violations by the security forces,” said the experts. “Hundreds of victims and relatives of those who died have testified and sent petitions, but they never received any remedy, not even the acknowledgement that their rights were violated. It is crucial that the government releases all these reports to the public before they start new investigations.”

The experts have written directly to the Nigerian government, stressing that “it is high time that concrete action is taken to properly look into all incidents and that structural changes be made to prevent any re-occurrence.”

US kicks against Lekki Toll Gate shootings, says soldiers involved should be punished

The United States of America on Thursday condemned the shooting of #EndSARS protesters at the Lekki Toll Gate in Lagos State by the Nigerian soldiers and called for investigation into what it called “excessive use of force.”

The US State Department, in a two-paragraph statement issued on Thursday by Secretary of State Mike Pompeo, said Nigerian citizens have the right to peaceful assembly and freedom of expression, urging the Federal Government to hold those involved accountable in accordance with Nigerian law.

While extending its condolences to the victims of the shooting and their families, the US urged the security agencies to show maximum restraint and respect the fundamental human rights of the citizens.

According to the statement: “The United States strongly condemns the use of excessive force by military forces who fired on unarmed demonstrators in Lagos, causing death and injury. We welcome an immediate investigation into any use of excessive force by members of the security forces. Those involved should be held to account in accordance with Nigerian law.

“The right to peaceful assembly and freedom of expression are essential human rights and core democratic principles. We call on the security services to show maximum restraint and respect fundamental rights and for demonstrators to remain peaceful. We extend our condolences to the victims of the violence and their families.”

End SARS: Hold Buhari responsible for killing of Lekki protesters by soldiers – Bamgbose

Barrister Olusegun Bamgbose, Esq., has described the shootings of unarmed protesters at Lekki Toll Gate, by soldiers of the Nigerian army as highly condemnable, barbaric and an open act of brutality.

DAILY POST reported that End SARS protesters at Lekki grounds came under heavy fire by the military on Tuesday night.

Bullets fired by security operatives hit some persons and at least two persons were confirmed dead by the police while many injured

voices in viral footage suggested that the shootings were carried out military men.

Gunshots rented the air Tuesday night hours after the expiration of a 24-hour curfew declared by the Lagos state government.

Security agents move into Lekki at about 6:30pm

And Bamgbose, a senior lawyer, said it was unfortunate, unacceptable and unjustifiable and a clear indication that Buhari’s administration is anti-people.

In a chat with DAILY POST in reaction to the incident, Bamgbose said President Buhari has indeed lost his reputation as a leader.

“On our part as an organization, we have lost confidence in this government. We are clearly passing a vote of no confidence in this administration.

“The government is fast becoming dictatorial in nature. The President should have known that no manner of force can stop a lawful agitation. Nigerian youths are irrepressible.

“It’s really getting clearer that APC government is a colossal failure. What on earth, would have made the Chief of Army Staff to order the shooting of harmless Nigerians agitating against Police Brutality.

“This is absurd. This government should be properly informed that the voice of the people is stronger than the voice of gunshots. No amount of force, intimidation and molestation, will stop the agitation for better life of the citizens.

“What does the Government expect when we have about 14 million Nigerians who are without jobs? Our Universities students are at home wasting away, there is hardship in the land.

”The agitation is unstoppable. President Buhari should be held accountable for the loss of lives. In a matter of days, we shall compile the necessary information for the world to know what is happening in Nigeria. The ICC will equally be formally notified. Enough is enough of this executive rascality and high handedness.
