Adegboruwa slams critic over integrity of Lagos #EndSARS Report

A member of the #EndSARS Lagos State Judicial Panel, Ebun-Olu Adegboruwa, has responded to an unnamed senior counsel to the state government who cast aspersions on his integrity over his appearances at the hearings.

Adegboruwa made this clarification on Friday via a statement ‘EndSARS Panel: I Acted on The Mandate of The Governor.’

The Senior Advocate of Nigeria, who refused to name the critic, revealed that the said person had urged Nigerians to reject the report of the panel because he (Adegboruwa) signed it and was not present at some of the sittings.

He also said, “There are documents to back up and defend the report submitted to the governor by the panel, but I have chosen to defer to His Excellency and to await the White Paper as promised because I believe that the governor meant well in setting up the panel and giving us free hand to operate.

There is no minority report from the panel as the report submitted to the governor on November 15, 2021, was unanimously endorsed by all members of the panel, who worked tirelessly, day and night, to serve the government and the people, even at great risks to their health, personal safety, career and family obligations, and their general well-being.

I’m very sure that panel members would have been lionised to the highest heavens if we had bought into the narrative of the government before the panel that it was criminals, cultists, hoodlums, and unknown gunmen that operated at the Lekki Toll Gate on October 20, 2020.

All Panel members acted in good faith, independently and in the fear of God Almighty. My principled struggles in respect of toll fee collection started way back from 2011, almost nine years before the Panel was inaugurated.

“Indeed, the governor said that these were the factors that favoured my selection as a member of the panel. Will I then deny myself, forfeit my reputation and discredit my constituency, my colleagues in the Nigerian Bar Association, and comrades in civil society, in order to please anybody or cover up the truth? NEVER!”

“I urge the government to focus on the findings and far-reaching recommendations contained in the report, in order to pursue the laudable objectives of setting up the panel to achieve true healing and reconciliation, instead of seeking to demonise panel members and their report or to evade responsibility,” the senior advocate said.

IKOYI BUILDING: 29 families submit samples as Lagos sets up committee on victims’ identification

The Lagos State government has set up a committee to supervise the identification and release of bodies of victims of the 21-storey building that collapsed in the Ikoyi area of the state last week.

The state’s Commissioner for Information and Strategy, Gbenga Omotoso, who disclosed this in a statement on Tuesday, said members of the committee include senior officials of the state’s Ministries of Health and Justice.

He also revealed that 29 families had submitted samples for DNA at the Infectious Disease Hospital (IDH), Yaba, Lagos.

The commissioner stressed that the victims’ bodies would be released to their families from this week.

At least 44 persons were confirmed dead and 15 others rescued from the debris of the high-rise building that collapsed at Gerard Road, Ikoyi, last Monday.

The statement read: “29 families have come forward to submit samples for DNA to identify bodies that they wish to claim. In cases where identification is clear and there are no arguments, the bodies will be released to the families as from this week.

A committee to supervise the identification and release of the bodies has been set up. It comprises senior officials of the Ministry of Health and the Ministry of Justice.

“At the site, the operation continues. It will go on until the site is cleared and nobody is left in the rubble of the collapsed 21-storey edifice.

“The Panel of Inquiry set up by Governor Babajide Sanwo-Olu to find out why the building went down and suggest ways of stopping such incidents has continued its sittings. It is collecting documents that may help unravel the mystery of the collapsed building.”

Lagos to make report of #ENDSARS panel public – Sanwo-Olu

The Lagos State Governor, Babajide Sanwo-Olu, said on Thursday the state government would make the report of the judicial panel of inquiry which probed the allegation of brutality by operatives of the disbanded Special Anti-Robbery Squad (SARS) and other police units public.

The panel concluded its sittings last Monday.

The governor, who addressed journalists on the ongoing efforts at rebuilding the state after last year’s destruction of public and private facilities and assets by hoodlums that hijacked the #ENDSARS protest, said the government would not make an attempt to cover up the recommendations of the panel.

He stressed that the panel report would be helpful in strengthening true reconciliation and preventing the re-occurrence of violence in the state.

Sanwo-Olu said: “The panel concluded its sittings about three days ago and has asked for time to put the reports together behind closed doors. We do not know the content of the report, but we want to say publicly that, upon the handover of the report, we will be making it public.

“We will not cover up anything. This is not who we are and that is not what our government stands for. We will make full disclosure of whatever recommendations that the panel will come up with. I assure citizens of Lagos that we will not leave anything to chance.”

Why #ENDSARS anniversary protest will not be allowed in Lagos – Police

The Lagos State Police Command on Tuesday ruled out the #ENDSARS anniversary protest in the state.

Youths in the state had planned at the Lekki tollgate, the epicenter of last year’s #ENDSARS protest, to mark the first anniversary of the rally against police brutality in the country.

However, in a statement issued by the command’s spokesman, Adekunle Ajisebutu, the police urged the people of the state to commemorate the anniversary in their respective homes.

The statement read: ”The attention of the Lagos State Police Command has been drawn to a post being circulated on the social media insinuating that the police in Lagos had agreed to allow street protests in commemoration of the one year #ENDSARS anniversary on 20th October, 2021.

On the contrary, the police will only allow an indoor and virtual event in commemoration of the #EndSARS anniversary and will provide adequate security at the venue (s) if known. This is in recognition of the rights of every Nigerian to express his or her interest.

“We wish we could permit such street protests. However, intelligence at our disposal has revealed plans by some faceless groups or individuals to stage an anti-#ENDSARS anniversary protest in the state the same day.

“In view of the conflicting interest between the pro and anti- #ENDSARS anniversary groups and threat to cause mayhem, the command once again warns both groups against any form of street protest between now and 20th October, 2021 and beyond.

It is acknowledged that citizens have the right to peaceful protests. However, in this instance having carried out a critical security assessment and intelligence report at the disposal of the Lagos Command in respect of the planned protests and attendant implications on public safety, the Command considers it inappropriate to allow such protests to hold. It will not stand aloof and allow breakdown of law and order which the protests may cause.

“To avoid a recurrence of the gory protests of last year during which some innocent Nigerians including police officers were gruesomely murdered, private and public property plundered and maliciously destroyed, the police will not abdicate their responsibilities of protection of lives and property by allowing such avoidable incident happen again in the state.

Therefore, in the interest of security and public safety, the Commissioner of Police, Hakeem Odumosu, wishes to warn the organisers of the protests that the police will deploy all legitimate means to stop or neutralise the planned protests.

“Parents, guardians are admonished to warn their children against participating in the protests. Similarly, youths and other individuals or groups planning to take part in the protests are further warned in their own interest to shelve the plan.”

Sanwo-Olu approves security team for BRT, others in Lagos

The Lagos State Governor, Babajide Sanwo-Olu, has approved the establishment of a dedicated security team to monitor and protect the Bus Rapid Transit (BRT) and other transport infrastructure in the state.

The Spokesman for Lagos Metropolis Area Transport Authority (LAMATA), Kolawole Ojelabi, disclosed this in a statement on Monday in Lagos.

He said the establishment of the security team followed incessant damage to transport infrastructure and violation of the BRT lanes by commercial vehicle drivers and other road users in the state.

Ojelabi said: “The approval granted by the Lagos State governor that the dedicated team headed by a Superintendent of Police will comprise 70 officers and men of the Nigeria Police Force charged with the protection of existing LAMATA facilities and others currently under construction.

The team will ensure that the safety of transport infrastructure is guaranteed and not truncated by needless and unforeseen attacks as well as make passengers feel secure at LAMATA facilities.

“With more transport infrastructure being constructed, the Lagos Metropolitan Area Transport Authority reasoned that there was the need for a higher measure of security and vigilance especially in the light of last year’s attack on Lagos State Government and LAMATA facilities by hoodlums who hijacked the #EndSARS protest.

“During the attack, the newly completed Oyingbo Bus Terminal was vandalized and 57 new BRT buses that were ready for deployment for passenger operations set ablaze. On the same day, Berger Bus Terminal and 23 new buses parked in the facility were also set ablaze by the hoodlums.”

Lagos, Oyo the headquarters of drug abuse in Nigeria – NDLEA

The Chairman of the National Drug Law Enforcement Agency (NDLEA), Buba Marwa, on Wednesday, described Lagos and Oyo States as headquarters of drug abuse in Nigeria.

Marwa, who stated this at a public lecture organised by United Action for Change (UAC), in Lagos State, added that at least 14.3 million people in Nigeria are into drug abuse.

He noted that the South-West has the highest number of drug abusers in the country.

The NDLEA chief revealed that Nigeria was ranked first on the use of Cannabis Sativa.

Marwa said: “Nigeria’s drug statistics should give every one of us a sleepless night.

Not less than 14.3 million Nigerians abuse drugs — Nigerians between the ages of 16 and 64 years. Among them, one in four drug users is female.

“Expectedly, cannabis is the most abused substance by Nigerians. What’s alarming, however, is that a staggering 10.6 million Nigerians abuse the use of cannabis.

“That number makes our country number one in the use of cannabis. Let’s ponder this for a moment; 10.6 million is more than the estimated population of Botswana and Lesotho combined.

“Most of the abusers first started at the age of 19, and the highest level of usage is concentrated in youth between 25 and 29.

“The highest abuse of drugs is reported in the Southern part of Nigeria, with the South-West recording the highest prevalence with over four million Nigerians engaging in the use of various drugs.

In this regard, the Lagos-Oyo axis is the epicentre of drug abuse in Nigeria.”

Appeal Court grants Lagos request to join case on VAT dispute

The Court of Appeal sitting in Abuja on Thursday granted a request by the Lagos State government to join Rivers State in the appeal filed by the Federal Inland Revenue Service (FIRS) on the Value Added Tax (VAT).

FIRS had on September 8 appealed the judgment of a Federal High Court in Rivers State which held that the agency does not have the right to collect VAT in the State.

At the resumed hearing of the matter on Thursday, Justice Haruna Tsammani, granted the request by the Lagos State government and ordered all processes filed to be served on the state’s Attorney-General and Commissioner for Justice, Moyosore Onigbanjo.

He held that Lagos State has proved that it has a direct interest in the subject matter, including the previous judgment which backed the Rivers State government’s claim on VAT collection.

He said: “It is not in doubt that Lagos State is a constituent state in Nigeria.

“It is, therefore, my finding that the applicant has been able to establish that he has a direct cause in the subject matter of this appeal.

“The application for joinder is in the appeal as the third respondent is accordingly granted.”

The Oyo State government had also filed an application to be joined as co-respondent in the case.

LASEMA, NSCDC, others avert pipeline explosion in Lagos

The Lagos State Emergency Management Agency (LASEMA) on Friday averted another fire outbreak in the Ikotun area of the state.

The incident was caused by pipeline leakages in the area.

The Director-General of LASEMA, Dr. Olufemi Oke-Osanyintolu, who confirmed the incident in a statement, blamed the incident on the activities of vandals.

He said: “Upon arrival at the incident scene, Omoboriowo Street, Pipeline Bus Stop, Igando-Ikotun Road, Igando, it was observed that a very large volume of Premium Motor Spirit (PMS) was gushing out of the Nigerian National Petroleum Corporation (NNPC) pipeline.

“Further investigation revealed that the heavy flow of PMS was caused by suspected pipeline vandalism and bunkering in the early hours of August 27.

Presently, there is no loss of life and property, serious sensitisation, public education and awareness is ongoing in the entire community.

“This is to avoid any form of open flame and burning through explosion or any other secondary incident. The entire area had become highly vulnerable due to the heavy flow of the highly flammable PMS.

“Responders at the incident scene are LASEMA, LASEMA Response Unit (LRU), Lagos State Fire Service, Nigeria Security and Civil Defence Corps (NSCDC), NNPC, Lagos State Traffic Management Authority (LASTMA) and Lagos Neighbourhood Safety Corps (LNSC).

“Three fire trucks are currently on ground, while the NNPC maintenance team is working to stop the flow in order to commence repairs. Operations are still ongoing.”

Lagos to begin Moderna COVID-19 vaccination, Wednesday -Sanwo-Olu

The governor of Lagos State, Babajide Sanwo-Olu, on Monday, has announced that the State Government will begin the vaccination of her residents against the dreaded COVID-19 pandemic and the third wave.

The State Government had distributed AstraZeneca vaccines in the first phase of vaccination to the residents.

Briefing State House Correspondents at Lagos House, Alausa, Ikeja, on the situation report on the COVID-19 management in the State, Sanwo-Olu, expressed his resolve to fight the pandemic.

He said: “It is costly and requires hard work and commitment from a wide range of stakeholders and partners, sacrificing their time and energy and resources on multiple fronts to slow down the virus, and eventually to tame it.

As a government, we have taken substantial steps to arrest this third wave in its tracks, most notable of them is the increased monitoring and enforcement embarked upon by members of the incident command structure.

“As of August 21, Lagos had recorded 70,563 confirmed cases of COVID-19. Of this number, 60,716 have recovered in-community, and 4,387 are currently being managed actively in-community. About 5,551 patients have been admitted into our various COVID-19 care centres, with 506 registered fatalities, 135 of which happened in this current third wave.

“Lagos State received its allocation of 299,992 doses of the Moderna vaccine on August 18 for the second phase of the national vaccination campaign, which will begin this Wednesday, August 25.

We have developed an elaborate plan to administer the vaccines in 150 centres. The increase in the number of centres is to prevent the gathering of large crowds and ensure the campaign does not itself become a super-spreader event. We will ensure the administration is based solely on appointments which should be done through nphcda.vaccination.gov.ng.

Our ultimate goal is to vaccinate 60 per cent of our residents in good time.”

Speaking further, the governor said: “To help us better manage the pandemic, we have invested in strengthening the capacity of the Lagos State Biobank to sequence positive cases. Sequencing allows us to identify the predominant strains of the COVID-19 virus in our environment and provides us with information on how to better respond to the pandemic.

“We are also looking to increase our oxygen production to 1,000 cylinders per day since it is a vital requirement for the management of the most severe cases. We have seen a gradual increase in the uptake of oxygen from 75 cylinders per day at the beginning of this third wave, to over 400 cylinders per day currently.

With our modelling suggesting that we may be required even more oxygen supply over the next few weeks, we are exploring several ways of increasing our oxygen capacity, including partnering with the private sector. At the moment we have two functioning oxygen plants, at the IDH in Yaba, and in Gbagada, and are looking forward to shortly taking delivery of two additional oxygen plants being built in Lagos State by the Federal Government. Our target is an oxygen supply capacity of 1,000 cylinders per day.

“I appeal for your cooperation. The threat of the Coronavirus is not theoretical, it is very real. We have been on the journey now for about 18 months, and we are all witnesses to the immense disruptions we have seen on every front, not to talk of the many lives that have been lost.

We are all united in our desire to put this virus and the pandemic behind us as quickly as we can, but this will not happen if we continue to disregard health protocols. We also cannot afford to allow a sense of fatigue to set in. The consequences of this will be enormous.
