Vladimir Putin signs bill giving Russian Presidents and their families lifetime immunity from prosecution for crimes.

Russian President Vladimir Putin has signed legislation that will grant former presidents lifetime immunity from prosecution for crimes once they leave office.

The bill, which was published online on Tuesday, December 22, gives former presidents and their families immunity from prosecution for crimes committed during their lifetime.

They will also be exempted from questioning by police or investigators, as well as searches or arrests.

The legislation was part of constitutional amendments that were approved this summer in a nationwide vote that allowed Putin to remain president until 2036 as he would have had to step down in 2024.

Prior to the bill becoming law, former presidents were immune from prosecution only for crimes committed while in office. 

It was also noted that a former president can still be stripped of immunity if accused of treason or other grave crimes, and the charges confirmed by the Supreme and Constitutional courts. 

They will additionally grant former presidents a lifetime seat in the Federation Council or senate, a position that assures immunity from prosecution upon leaving the presidency.

10 persons arrested for attacking Lagos Taskforce officers as Govt impounds 96 commercial motorcycles.

Ten persons have been arrested for attacking the men of Lagos State Environmental Sanitation Enforcement Agency (Taskforce) during an enforcement of the State’s traffic laws on Tuesday December 22.

The suspects were picked up in the commotion that broke out in Ojodu and Obanikoro during the enforcement carried out by the Taskforce in several areas in Lagos.

No fewer than 96 commercial motorcycles, popularly known as Okada, operating on highways and in other restricted routes in the metropolis, were impounded in the Tuesday operation.

Also, four motorists driving against the traffic were arrested by the Anti-One Way team of the Taskforce.
It was gathered that some hoodlums teamed up with Okada riders around Ojodu Grammar School to resist the move by the Taskforce to take away motorcycles seized during the enforcement.

As the hoodlums, armed with iron rods and broken bottles, approached the Taskforce operatives, the policemen, led by the Taskforce chairman, Shola Jejeloye, a Superintendent of Police (SP), repelled the attack, and dispersed the mobsters.

Passersby and residents scampered for safety, as the Taskforce operatives chased the hoodlums. Five suspects were arrested.

There was tension in the area for several minutes, before normalcy returned. The Taskforce officers remained in the area for hours in a bid to ensure there was no reprisal on residents.

Also at Obanikoro, Okada riders, on sighting the enforcement team, pelted the Taskforce officers with stones. The policemen arrested four persons who took part in the attack. One person was arrested in Ojota.

Ijaw Protesters Barricade Delta Govt House, Gate Over Ward Crisis

This is the third protest organised by the aggrieved Ogbe-Ijoh people since the ward creation in 2020 by Delta State Independent Commission.

Hundreds of placard-carrying protesters from Ogbe-ijoh urban communities barricaded the main gate of Government House, Asaba, Delta State Tuesday, demanding a ward in the Warri South Local Government in the state.

This is the third protest organised by the aggrieved Ogbe-Ijoh people since the ward creation in 2020 by Delta State Independent Commission.

They have organised two protests in Warri recently, drawing the state governor’s attention to their plight.

Speaking to journalists, community leaders, Mr. Friday Deinghan and King Jerry Prebor, expressed their disappointments with Ijaw people in Warri after being excluded in the recent ward creation in the Warri South Local Government Area.

The Warri South council has 19 wards; Urhobo, nine wards; Itsekiri, 10 wards, while the Ijaw people have no ward.

The protesters described it as injustice and an aberration to give the single ward allocated to Warri South council to the Itsekiri who already had 10.

They called on Delta State Governor, Senator Ifeanyi Okowa, to review the recent ward creation in the council area, so as to prevent a breakdown of law and order.

Addressing the protesters on behalf of the state government, the State Commissioner for Urban Development, Chief Arthur Akpowowo, commended them for the peaceful protest.

Akpowowo, who was flanked by the Commissioner for Oil and Gas, Chief Emmanuel Agbadugba, and the Commissioner for Energy, Mr Basil Ganagana, said the protest was legitimate and assured that a delegation of 10 persons from the protesters would be invited to dialogue with the government on how to best resolve their grievances.

Recently, the aggrieved youths of Ogbe-Ijoh embarked on a protest during which the main gate of Warri South council secretariat was barricaded. They called on Okowa to ensure there is justice by directing the Delta State Independent Electoral Commission (DSIEC) to delineate just a single electoral ward for them.

A position paper presented to the press on behalf of the protesters was signed by the following persons: Comrade Nathaniel Oronomoni, Chairman, Ogbe-Ijoh Concern Youths Warri Kingdom; Comrade Lot Loyibo, Coordinator, Ijaw Delta Ijaw Political Assembly, DIPA, Warri South; HRH Jerry Prebor, Amananaowei of Meinbutus, Etumadimane Dames, Seyefa; Youth President, Ogbe-Ijoh Warri Kingdom and Okosu Smart; and IYC Chairman, Ogbe-Ijoh Warri kingdom. They warned that if justice was not seen to be done for the Ogbe-Ijoh urban communities by the DSIEC and Delta State government, they would have no other option but to resort to any possible means to draw public attention to the alleged connivance between DSIEC and Delta State government against them as a minority tribe in Warri South Council.

The protesters said their proposed ward had met all DSIEC requirements for ward creation in the state. So, they accused DSIEC and Delta State government of sidelining them in favour of the Urhobo and Itsekiri of Warri South Local Government Area.

SIM Deactivation: Lagosians Storm NIMC Office Despite Extension Of Deadline.

Lagosians on Tuesday stormed the state head office of the National Identity Management Commission (NIMC) despite the extension of the SIM deactivation deadline.

The residents arrived at the office as early as 6 am besieging the main gate of the NIMC office for the enrollment of the National Identification Number (NIN).

However, frustration sets in as security men were trying to control the surge with many of them complaining about the slow pace of the exercise.

Many have fears that they may not beat the deadline given by the Federal Government for the registration.

The Federal Government on Monday extended the deadline issued to all telecommunications operators in the country to block all Subscriber Identification Modules (SIMs) without National Identification Number (NIN).

This follows a meeting of the National Task Force on NIN and SIM Registration which held on Monday in Abuja, the Federal Capital Territory (FCT).
The extension deadline issued to all telecommunications operators forms part of the resolutions adopted at the meeting chaired by the Minister of Communications and Digital Economy, Dr. Isa Pantami.

Based on the endorsement of the Federal Government, the meeting approved three weeks extension for subscribers with NIN from December 30 to January 19, 2021.

It also agreed that registration for subscribers without NIN should be extended by six weeks – from December 30 to February 9, 2021.

The Executive Vice-Chairman of Nigerian Communications Commission (NCC), Professor Umar Danbatta, and the Director-General of the National Identity Management Commission (NIMC), Aliyu Aziz, confirmed the extension of the deadline in a statement released at the end of the meeting.

“NIMC has provided strategies to enable citizens to attend the registration in full compliance with COVID-19 protocols – particularly the use of facemasks which remains mandatory and maintenance of social distancing.

“The President appreciates Nigerians for their patience and commitment to updating their identities; the Federal Government also thanks to all stakeholders for their compliance with the directives,” the statement read.

President Muhammadu Buhari also commended the effort of the Task Force and urged all stakeholders to take advantage of the extension to link their SIMs with their NIN.

The government insisted that the USSD and verification charges for the purpose of linking SIMs with NIN remained suspended during the period.

Those who attended the meeting included major stakeholders in the sector, including the heads of NCC, NIMC, and the National Information Technology Development Agency (NITDA).

The Chief Executive Officers (CEOs) of telecommunications operators such as MTN, Airtel, Ntel, Glo, Smile, and 9Moble, were also in attendance.

Yahaya Bello: Kogi’s Confluence University of Science and Tech to rival MIT, Stanford.

Following the take-off of the Confluence University of Science and Technology (CUSTECH), in Osara Kogi State, Yahaya Bello, the governor of the state has expressed his desire that it will someday rival the great technological institutions of the planet.

“Nothing is impossible and we do not think small here. CUSTECH will achieve globally renowned recognition in the STEM and Artificial Intelligence,” he said.

The obviously elated Governor was speaking during a brief chat with TOS TV NETWORK. “If MIT and Stanford can do it from their humble beginnings, I have no doubt that CUSTECH will do it. I will lay strong foundations and it will practically grow on autopilot afterward. Just mark my words. It may take time but it will happen.”
The Deputy Governor of Kogi State, Edward Onoja, also said: “CUSTECH will focus on the development of human resources for the state and the country that is proficient in Science, Technology, Engineering and Mathematics (STEM).”

Bello disclosed also disclosed that the newly appointed pioneer principal officers met his administration’s rule of applying equity to every part of the state, noting that the new management was a ‘true confluence of diversity’. He further explained that the major sections of the state were well-represented.

“In addition to the clear application of merit to each appointment, we made sure that members of the management team also represent a true confluence of diversity within our context in Kogi. We are as ethnically and religiously diverse as Nigeria itself and must apply State Character akin to the Federal Character principles incumbent in federal appointments,” he said.

He insisted that the widespread distrust which existed between the various ethnic groups before his arrival at Government House, Lokoja was traceable in large part to deliberate circumvention of this unspoken rule of fairness in the past.

Hyped respect for religious and ethnic identity may appear archaic to some, but it is still the reality of Nigeria that most conflicts are founded on a perceived disregard of these principles in the distribution of public patronage. Governor Bello obviously does not want to be classed among Governors who enabled deep-rooted distrust among the tribes of Kogi by nepotism.

Nigerian universities will reopen by January 2021.- Chris Ngige

The Minister of Labour and Employment, Chris Ngige, says Nigerian universities that have been on strike since March this year, will reopen by January 2021.

The minister disclosed this while speaking at a function in Alor, Idemili South Local Government Area of Anambra State today December 21.

“We have met about 98 percent of the request of ASUU. Some 5 to 2 percent is what you can call promissory notes. So, I am very hopeful that by midnight today, there are some works we are supposed to get on to do. They also have some work they are supposed to do on their own side with their people.

“Tuesday, we will meet in the afternoon and we will compare notes. We will put everything on the table and compare. I believe that we might have come to the end of the strike when we meet tomorrow.
Well, it is a journey of a thousand miles which you will have to take one step first. Tomorrow, all things being equal, we will agree now to agree because we were disagreeing before.

We disagree to agree and agree to disagree formerly. But tomorrow, I hope we will agree to agree. Once we do that, schools will re – open in January,” the Minister said

#Covid19 :FG orders nationwide closure of…

To limit COVID-19 spread, the Federal Government of Nigeria has ordered nationwide closure of all bars, night clubs, pubs, event centres, and recreational venues, as well as restaurants, except those providing services to hotel residents; takeaways, home deliveries and drive-ins.

Mass gatherings like weddings, conferences, congresses, office parties, concerts, seminars, sporting activities, and end of year events shall be restricted to not more than 50 people, according to the new guidelines announced by the Presidential Task Force on COVID-19.

Public transportation systems are to carry passengers not more than 50% of their capacity in compliance with social distancing rules.

FG extends deadline for NIN update.

The Federal Government has extended the deadline for the provision of National Identification Number by telecommunication service subscribers.

This was contained in a statement on Monday by the Federal Ministry of Communications and Digital Economy.

The statement titled, ‘Extension of Registration Period and Cancellation of USSD and Verification Fees’, was jointly signed by the Executive Vice-Chairman, Nigerian Communications Commission, Umar Danbatta; and Director-General, National Identity Management Commission, Aliyu Aziz.

It read, “The National Task Force on National Identification Number and SIM Registration met today, 21st December, 2020.

“The meeting was chaired by the Honourable Minister of Communications and Digital Economy, Isa Ali Pantami with major stakeholders in the sector including Chairman – NCC, EVC-NCC, DG-NITDA, DG-NIMC, ECTS/ECSM-NCC, Chairman ALTON, CEOs of MTN, Airtel, Ntel, Glo, Smile, and 9Moble in attendance.

“Based on the endorsement of the Federal Government of Nigeria, the following resolutions were made:
“Three (3) weeks extension for subscribers with NIN from 30th December, 2020 to 19th January, 2021; and

“Six (6) weeks extension for subscribers without NIN from 30th December, 2020 to 9th February, 2021.”

The statement further stated, “NIMC has provided strategies to enable citizens attend the registration in full compliance with Covid-19 protocols – particularly the use of facemasks which remains mandatory and maintenance of social distancing.”
The NCC had last week ordered telecommunications companies to within two weeks suspend phone subscribers who have no NIN.

Large crowds had besieged NIMC offices in Lagos on Monday in a bid to register and obtain the National Identity Number.

The House of Representatives and several Nigerians had expressed concern over the sudden directive of the Federal Government and had asked that the deadline given for the registration be extended.

We Have Rescued 80 Katsina Students Abducted In Fresh Attack – Nigerian Police.

The Katsina Police State Command says eighty students of Islamiyya schools in Mahuta town, Dandume Local Government Area of the state, abducted by bandits on Saturday have been rescued.

SaharaReporters earlier reported that the Islamic students were abducted on their way home after they graced a maulud procession at Unguwar Al-Kasim, a nearby village.

This is coming two days after the release of 344 students of Government Secondary School in Kankara Local Government Area of the state.

Police Spokesman, Gambo Isah, in a statement on Sunday, said the students were rescued by a combined team of policemen and local vigilante group in the area.

Isah said the students were accosted by the bandits, who had already kidnapped four (4) persons and rustled twelve (12) cows from Danbaure village in Funtua Local Government Area of the state while trying to escape into the forest.

On receipt of the report, he said, the DPO led Operations “Puff Adder,” Sharan Daji and vigilante group to the area and engaged the bandits into a fierce gun duel.

“Subsequently, the teams succeeded in dislodging the bandits and rescued all the eighty-four (84) kidnapped victims and recovered all the twelve rustled cows. Search parties are still combing the area with a view of arresting the injured bandits and recovery of their dead bodies. An investigation is ongoing,” he said.

Be Thankful Bombings Don’t Happen Daily, Femi Adesina Tells Nigerians.

Adesina, who is the President’s most senior media aide, was responding to the complaints by Nigerians over the rising insecurity in the country.

The Presidency has called on Nigerians to be thankful that bombings no longer take place in the country daily.

The Special Adviser to the President on Media and Publicity, Femi Adesina, said this on Channels Television’s ‘Sunday Politics’ programme on Sunday monitored by Punch.

Adesina, who is the President’s most senior media aide, was responding to the complaints by Nigerians over the rising insecurity in the country.

The President’s spokesman claimed there was a time in the country when six bombs would go off in a single day but since his principal, Muhammadu Buhari, became President, the killings had reduced.

He further claimed that killings and bombings are now less frequent as the country now goes weeks and months without any incident.

Adesina said this while responding to the five separate incidents of killings that took place in the last three days.

When asked if security had improved, he said, “Yes, there are times, a week, two weeks even a month that you don’t have all these things happening. There was a time in the immediate past when they happened daily several times. You talked of one bombing within three or four days. There was a time in this country when bombs went off like firecrackers every day.

“There could be five, six bombings in one day. Now, you can have two, three months with no single case of bombing. Let’s be thankful for small mercies. Any mercies we receive, let’s be thankful for it and let’s not dwell on negatives alone.

“Life is taking the rough and smooth together. So, sometimes we see when things go on for days, for weeks with no negative developments, let us emphasise those ones… We have challenges, but these are not the constants in the country.”

When asked if Buhari had been able to wipe out Boko Haram as promised during his campaign, Adesina said it must be stated that the President made some promises as an opposition figure and not a government official.

He claimed the terrorists had been technically defeated but were still active in certain areas on a lesser scale.

Adesina noted the President had said last week that the security agencies could do better which means there is something he wants to see.

The Presidential aide also faulted a claim by a former Minister of Education, Oby Ezekwesili, that the abduction and rescue of over 300 Kankara schoolboys seemed dubious.

He said the Buhari regime’s credibility is intact.

#COVID-19: Golf organisers limit participation for Kwara Open.

Organisers of the Kwara Open Golf Tournament have limited entries for the event to 100 participants to ensure compliance with the government’s COVID-19 protocols.

Luqman Owolewa, a former board member of the Nigeria Golf Federation (NGF) and consultant/marketer for the event, said the number of golfers registering online for the one-day event had increased but a decision was taken to restrict it.

Owolewa said the measure became imperative as having a full golf course would be counter-productive to efforts of the government in curbing the spread of the novel disease.
“By design, golf allows for easy compliance with social distancing but other measures that would limit contacts and promote hygienic practices during play have been put in place, even during the practice rounds,” Owolewa said.

“Kwara Open is a major event for us here and most golfers across the country have come to identify it as one trademark event and that is why it has such a huge following.”

The sixth edition of the Ilorin golf course, billed for Saturday, will feature players from the host club as well as those from Ibadan, Ekiti, Minna, Shagamu, Kaduna, Abeokuta, Tiger, Shiroro, Ikeja, and Ikoyi golf clubs, among others.

#ASUU has bluntly refused to reciprocate the Federal Government’s offers- Ngige

Minister of Labour and Employment, Chris Ngige has slammed the Academic Staff Union of Universities (ASUU) for failing to call off its strike.

Reacting to a statement credited to the University of Jos (UNIJOS) chapter of the union led by Dr. Lazarus Maigoro, Ngige alleged that the union has bluntly refused to reciprocate the Federal Government’s offers by refusing to either teach, conduct researches or engage in other academic values for which they are paid. 

He insisted that while the Federal Government has fulfilled all the demands over which ASUU went on strike on March 9, 2020, the union strangely claims ‘patriotism’ as basis for the prolonged industrial action. 

Ngige said; 

“It is rather ASUU, which has bluntly refused to reciprocate the Federal Government’s offers by refusing to either teach, conduct researches or engage in other academic values for which they are paid, that should be held responsible.

“Strangely, ASUU claims ‘patriotism’ as basis for this prolonged industrial action, forcing every patriot to raise concern over this weird definition of patriotism by ASUU officials.

“Living by its words, the Federal Government has fulfilled all the demands over which ASUU went on strike on March 9, 2020.

“The visitation panels to the universities have been approved by the President and will swing into action once the universities re-open. The office of the Attorney General of the Federation, on the other hand, is also rounding off the gazetting of the panels while the National Universities Commission (NUC) has received the approved list which will be published later next week.

“Also, the revival of the Renegotiation Committee for the 2009 ASSU/Federal Government Agreement demanded by ASUU has been set up by the Ministry of Education with Prof. Munzali as Chairman, replacing the ex-chairman, Dr. Wale Babalakin (SAN.) The new committee is currently meeting.

“Similarly, government has acceded to a hybrid payment platform, which is not 100 per cent IPPIS, for the payment of salaries and Earned Academic Allowances/Earned Allowances, pending the result and conclusion of the integrity and usability test on the University Transparency and Accountability Solutions (UTAS) by the National Information and Technology Development Agency (NITDA).

“Besides, government has also processed for payment, the sum of N70 billion, comprising N40 billion for Earned Academic Allowances/Earned Allowances and N30 billion for revitalisation of the universities. The Accountant General of the Federation, at present, awaits the accounts details from the Federal Ministry of Education and the NUC for the remittance.

“Of note is that even while ASUU was on strike during the COVID-19 lockdown, government, on the insistence of the Minister of Labour and Employment, and out of compassion, paid them February, March, April, May and June salaries to cushion the effects of the COVID-19 on them and their families and further made every entreaty to them to come on board virtual negotiations with a view for an early call-off of strike, to enable students benefit from virtual/online classes, fashionable at the time, and even now, all over the universal academic community, but ASUU bluntly refused…”

Comedian, Mr Macaroni call on FG to release Nigerian students from #ASUUstrike.

Activist and comedian Mr Macaroni has called on Federal Government to rescue the Nigerians student from the Academic Staff Union of Universities (ASUU).

He made the calls while commenting on the recent release of Government Science Secondary School students from their captor.

Recalls that the ASUU strike has been lingering-on for more than eight months with every effort between the FG and the academic representatives deadlock.

His statement read;

“Now that our dear brothers in Kankara have been released, I call on government to secure the release of the Great Students of Nigeria from the dangerous hands of Asuu Strike!! Asuu Strike is a menace that is hindering the growth and development of our students. #EndAsuuStrikeNow”

He dismissed as baseless and dishonest, the statement credited to the University of Jos chapter of ASUU, led by Dr. Maigoro, that the minister was responsible for the prolonged nationwide strike. 

“It is rather ASUU, which has bluntly refused to reciprocate the Federal Government offers by refusing to either teach, conduct research or engage in other academic values for which they are paid, that should be held responsible,” the statement quoted Ngige to have said.

BreakingNews: Abducted Katsina Schoolboys have been released.

Gunmen suspected to be bandits have released all students abducted from Government Science Secondary School in the Kankara Local Government Area of Katsina State.

The students had been within the kidnappers’ reach for six days. They are currently on their way to Katsina, according to sources.

Gunmen, who came on motorbikes had last Friday, invaded the school’s premises around 11 pm shooting indiscriminately to scare residents. The operation led to the disappearance of over 300 students.

“They are on their way to Katsina, the military finalised the negotiations with them, they will be received by the governor anytime from now,” the source said.

When contacted, Abdu Labaran, Director General Media to Governor Masari said, “I can’t say yes or no, but we have gone beyond discussions with the bandits for now. We are expecting the governor to address a world press conference soon.”

Northern Groups Begin Protest In Katsina Over Abduction Of Schoolboys.

The protesters bore placards with inscriptions as “BringBackOurBoys;” “government must speak out;” and “We want our children back”.

The Coalition of Northern Groups (CNG) on Thursday embarked on a protest in Katsina State to force the government to rescue hundreds of students kidnapped from Government Science Secondary School, Kankara in the state.

Led by some national leaders of the group, the protesters bore placards with inscriptions as “BringBackOurBoys;” “government must speak out;” and “We want our children back”.

The protesters also chanted songs seeking the rescue of the abducted students.

Speaking to journalist, a leader of the group, “We are here today because we want to tell the Federal Government that what they are doing is not enough and Mr President has failed us. Mr President has shown no sympathy over this matter.

” Mr President has shown no concern over this matter, Mr President doesn’t have a human feeling, the attitude of showing care and concern over these children.”
 

PDP Berates Buhari, Asks To Tackle Insecurity.

The Peoples Democratic Party (PDP) has berated President Muhammadu Buhari over the state of insecurity in the country.

Speaking to journalists on Wednesday during the inauguration of new road projects in Bauchi State, the PDP National Chairman, Prince Uche Secondus, asked the President to tackle the nation’s security challenges.

While noting Nigeria is in distress, Secondus insisted that President Buhari has failed to tackle the security challenges.

“Just a week ago, over 40 farmers were killed in Borno State. Is Nigeria not in distress? What else do you what me to describe?” he questioned.

“The economy is bad, security is bad, virtually every facet of the Nigerian life has collapsed. What else do you want to hear? You know more than we know.

“You better let the world know and those in authority. All we are saying is that let President Buhari release the Katsina boys for us. We are in pains.”

Secondus explained that President Buhari has left the country worse than he met it, adding that if he were in his shoes, he would declare a state of emergency on security in the country and change the entire security architecture.

His remarks come a week after over 100 gunmen stormed the Government Science Secondary School in Ƙankara Local Government Area of the state and abducted over 333 students of the school.

Katsina Abduction: Shekau May Ask For Prisoner Swap, Ransom – Experts

The factional Boko Haram will most likely ask for ransom or prisoner swap to release the hundreds of schoolboys abducted in a school in Katsina State, Daily Trust reports.

In an audio message, a man who claimed to be Abubakar Shekau, the leader of the factional group, claimed that they were responsible for the abduction of over 500 students at Government Science Secondary School, Kankara, Katsina State, on Friday.

The man said a total of 523 students were taken away. Governor Aminu Bello Masari had said that 333 were still missing. The school register seen by our reporter had shown that 668 students were missing but some of the students have resurfaced in the last two days.

Based on their findings, security experts and those with knowledge of Boko Haram operations confirmed that the abduction was carried out by the Boko Haram loyal to Abubakar Shekau.

They, however, expressed doubts as to whether the man in the audio was Shekau, considering the manner he spoke, the way he called himself (Abubakar Shekau) instead Abu Muhammad  Asshakawi, the way he normally addresses himself in most of his messages, both audio and video.

One of the experts also wondered why the man slipped in pronouncing the name of the group: Jamaátu Ahlis-Sunnah Lidda’awati Wal Jihad.

He said, “But setting the inconsistencies aside, the message is clear that Boko Haram is responsible for the mass abduction.

“Of course, we have been saying it for a long time that the terrorists have infiltrated the North West and North Central…A lot of atrocities being committed could be attributed to them but the message they sent yesterday has put everything to rest,” the source, a retired military officer said.

Daily Trust reports that after the group was checkmated by the intelligence community and fighting forces between 2015 and 2017, two factions of the Boko Haram- Shekau and ISWAP- restricted their activities mostly along the shores of the Lake Chad, parts of Borno South, Yobe and Adamawa states.

The Kankara incident is, therefore, the biggest and visible onslaught by the group of recent outside their enclave.

In the audio message, the man behind the microphone said the attack was carried out to “promote Islam and discourage un-Islamic practices.”

According to him, “What happened in Katsina was done to promote Islam and discourage un-Islamic practices as western education is not the type of education permitted by Allah and his Holy Prophet.

“They are also not teaching what Allah and his Holy Prophet commanded. They are rather destroying Islam,” he said.

Boko Haram will soon roll outconditions

Security expert, Salihu Bakhari said on Tuesday that the Shekau faction will soon give their conditions for the release of the Kankara schoolboys.

According to him, “They (Boko Haram) don’t have the luxury of time to keep the boys for long. I learnt that they are keeping the boys in clusters around Zamfara, Katsina and Kaduna for now but the federal government must act very fast to avert the Chibok saga.

“I can confidently tell you that the location of the abduction is not favourable for Boko Haram…It is extremely far from the North East and therefore, free movement with such a huge number of people might be problematic for them in the coming days.

“I have the conviction that they would soon ask the government to pay a ransom on each of the boys to be released and they may release them in batches. In the alternative, they would ask thefederal government to release some of their high profilemembers being kept in various prisons across the country.

“These boys are highly treasured captives, just like the Chibok girls.  After the 2014 episode, the government used different options including payment of ransom and prisoner swap to get back some of the Chibok girls,” he said.

Another source said the government should not use force. “It will be a disaster if they deploy force to release the boys because the Boko Haram can do anything. I think the advantage at the disposal of government is the location of the abduction.

“But if they give space in terms of gathering intelligence, the terrorist would find their way to Sambisa Forest or Alagarno Forest in Yobe. And once they achieve this, they would start conscription the children, God forbid,” he said.Parents wait to hear news about their abducted children outside the Government Science in Kankara, Katsina State yesterday, where gunmen abducted students of the school on Friday night.

No word from FG, army

The Presidency on Tuesday kept mum over the claim by the Boko Haram group that it was responsible for the kidnap of schoolboys in Katsina State.

The Senior Special Adviser to the President on Media and Publicity, Garba Shehu, didn’t reply to inquiries sent to him by our correspondent over the matter as of the time of filing this report.

The Defence headquarters and the Nigerian Army have also kept mum over the claim.

Several calls to the mobile phone of the Coordinator, Defence Media Operations, Maj. Gen. John Enenche were not picked, neither did he respond to a text message sent by our correspondent. The Nigerian Army spokesman, Brig. Gen. Sagir Musa did not also pick his calls.

A former Director-General of the Department of State Services (DSS), Mike Ejiofor, in a telephone interview with one of our correspondents, noted that the public proclamation by Governor Aminu Bello Masari was not necessary.Soldiers comb the surroundings of the school yesterday.

“I don’t even know why the government would come out openly to say they are in talks or they are negotiating with bandits,” Ejiofor said.

The former DSS boss noted that there was no difference between the bandits and Boko Haram, describing both as criminal gangs involved in various criminalities.

He said, “The claim implies that they are still very potent and they are possibly spreading across other regions. If they can come to North West to abduct a great number of people than the North East where they have their concentration, then we need to up our games,” he said.

On his part, Dr Amaechi Nwaokolo, an international terrorism and intelligence analyst called for a halt in paying a ransom to bandits, saying it is like the country is funding them and therefore boosting their activities.

“These bandits have links with Boko Haram. In identified settings, terrorists’ gang are going to be liaising and working together with criminal gangs everywhere. That is the effect of giving the criminals money,” he said.

Mal Kabir Adamu Matazu, a security expert, said that the Katsina State government was not truthful in its claim of establishing contacts with bandits.

“Unfortunately, Boko Haram’s Shekau came out and claimed responsibility. This shows that thestate government was being economical with the truth. They only make that statement to give the parents of the children hope,” he said.

Mixed reactions trail Boko Haram claim

Abubakar Lawan, the father of one of the Kankara boys who came from Zaria, said he was not shaken by the Boko Haram outburst.

Lawal, who had three of his children in the school, said one has been recovered while the other two are still missing.

“I heard in the news and read in the papers that Boko Haram claimed responsibility but I don’t regard that as anything,” he said.

He said the fears expressed that the children could be conscripted into the terror organisations was just lack of faith, adding that, “Insha Allah nothing of such will happen to our children, we are hopeful that they will return to us safely”.

Similarly, Malam Ibrahim Sulaiman, one of the affected parents, said, “This is not the first time those kidnappers were taking people into the forest and demand for ransom.

“My concern is that my child was just discharged from the hospital two days to the incident, and from what we heard they don’t have enough to eat as the bandits were allegedly seen eating row noodles of the students on the night of the abduction,” he said.A woman whose son was abducted sobs inside the school’s premises

But a resident of Kankara, who identified himself as Muhammad Shema said the Boko Haram claim was worrisome because of the similitude of the mode of operation of the two groups.

“If you consider the kind of weapons they are using, if you consider their way of life, how they feed, how they rustle animals and how they invade villages and rub people of their food and other daily consumables, you will see a lot of similarities between these people.

“Some people are even of the belief that it is the organisation bearing different names at different locations. We don’t have the capacity in terms of intelligence and facilities to independently verify this claim as the government does. We hope they will exhaust all avenues to prove the claim to be true or otherwise before they dismiss it,” he said.

Zamfara closes 10 schools near Katsina, Kaduna

Zamfara State government on Tuesday announced the closure of 10 schools in the state located near borders with Katsina and Kaduna State as proactive measure after security concern was raised.

The Commissioner of Education, Dr Ibrahim Abdullahi Gusau, said taking the decision became necessary to forestall any break down of law and order in the state and ensure the safety of the students.

However, normal academic activities would continue in other schools, he said.

Education under attack in the north.

Amnesty International on Tuesday condemned the Kankara abduction, saying education in northern Nigeria is under attack.

“We condemn this appalling attack, which is the latest in a string of grave human rights abuses by Boko Haram. Since 2012 hundreds of teachers, schoolchildren and students have been killed or wounded by Boko Haram, and thousands of children have been abducted.

“Attacks on schools and abductions of children are war crimes. Boko Haram has claimed responsibility for several attacks on schools in the past and must be brought to justice for these and other human rights abuses.

“These children are abducted in serious risk of being harmed and being forced to become child soldiers. Nigerian authorities must take all measures to return them to safety, along with all children currently under the custody of Boko Haram.

“Education is under attack in northern Nigeria. Schools should be places of safety, and no child should have to choose between their education and their life,” the Amnesty said.

Also, the House of Representatives has called on the federal government to halt the threat being faced by educational institutions from bandits, kidnappers and insurgents in the northern and other parts of the country.

The call was made after a motion on matters of urgent public importance moved by Rep. Musa Sarkin Adar and 75 others during plenary.

The lawmakers noted that schools not only in the north have been attacked by criminal elements and students abducted in many instances.

They recalled that in April 2014, the Girls Secondary School Chibok, Borno State was attacked and 276 female students were kidnapped.

They said that another attack was launched at Federal Government College, Buni Yadi, in Yobe State in February 2014, whereby dozens of students were murdered and classrooms set on fire.

“In February 2018, 110 school girls aged between 11 and 19 years were kidnapped from the Government Girls Science and Technical College, Dapchi in Yobe State.

“Similar attacks include Babington Junior Secondary School, Ikorodu, Lagos State, Turkish International Secondary School, Isheri in Ogun State, Lagos State Senior Model College, lgbonia in Lagos State and Government Girls Secondary School, Moriki in Zamfara State,” the lawmakers said.

The House, therefore, called on the federal government to urgently bring to a halt, the attacks on educational institutions across the country.

Nigeria ridiculed internationally – ACF

The Arewa Consultative Forum has described the current security situation in the country as sad, stressing that it was ridiculing Nigeria in the eyes of the international community.

Addressing journalists shortly after its first Board of Trustee (BOT) meeting in Kaduna, the Forum, through its National Publicity Secretary, Emmanuel Yawe, said the federal government appeared not to take proactive measures to end the ugly situation.

“ACF complained about this insecurity in its October meeting, nothing was done. We are in December with the same complaint, nothing is being done. We are even tired of complaining. The government should have the love of the poor man at heart because it is the poor man that is suffering,” he said.

On its part, the ruling All Progressives Congress (APC) asked security agencies to “dig deeper” and tackle the security challenges bedevilling the nation.

Governor of Yobe State and Chairman of the APC Caretaker Committee, Mai Mala Buni, in a statement yesterday, described the abduction as sad, saying it was a difficult moment not just for the families of the student victims, the government and people of Katsina State, but the entire country.

Reps Ask NCC To Extend Deadline On Blocking SIM Cards Without NIN.

The House of Representatives have asked the National Communications Commission (NCC) to extend the 31st December deadline issued to sim card owners to submit their National Identification Numbers (NIN) to their network providers to prevent blocking.

The motion was moved on Wednesday during plenary by the House Minority Leader, Ndudi Elumelu.

According to the lawmaker, two weeks is too short for 200million Nigerians to conclude the process.

The House lauds the intention of the NCC, for security reasons but wants the process to be extended to 10 weeks, considering the difficulty experienced by Nigerians in attaining the NIN.

The Federal Government on Tuesday issued an ultimatum to all telecommunications operators in the country to block all Subscriber Identification Modules (SIMs) without National Identification Number (NIN).

It also ordered the network operators to ask all their subscribers to provide valid NIN to update their records and suspend SIM registration.

The spokesman for the Ministry of Communications and Digital Economy, Dr. Ikechukwu Adinde, noted in a statement that the meeting was convened on Monday by the Minister, Dr. Isa Pantami.

According to him, the meeting resolved that the submission of NIN by subscribers would take place between December 16 and 30, 2020.

The government stated that after the deadline, all SIMs without NINs should be blocked from the networks while a Ministerial Task Force comprising the minister and all the CEOs, among others, as members would monitor compliance by all networks.

It warned that violations of the directives by any network operator would be met with stiff sanctions, including the possibility of withdrawal of operating licences.

Adinde explained that the meeting followed the earlier directive on the suspension of new SIM registration by network operators.

The need to consolidate the achievements of last year’s SIM registration audit and improve the performance and sanity of the sector was exhaustively discussed and all stakeholders agreed that urgent drastic measures had become inevitable to improve the integrity and transparency of the SIM registration process.
